지방정부에서 이익단체들의 활동전략과 영향력에 관한 연구: 수원시를 중심으로

본 연구는 수원시를 중심으로 지방자치 내에서 이익단체들의 목표와 전략, 영향력이 어떠한지 분석하였다. 분석 결과 목표 면에서 연고단체는 친목, 직능단체와 전문가단체는 구성원의 이익도모를 가장 강하게 내세웠고, 정책면에서는 전문가․직능․연고단체는 정책집행에, 직능․시민단체는 정책문제의 제기에 관심을 가지고 있었다. 이익단체장들이 업무와 관련하여 만나는 사람으로는 담당 실․국장과 시장․부시장, 시민단체를 주로 찾아가 만나는데 만나는 접촉정도와 관계자의 영향력간의 상관정도는 .54(p〈.01)로 매우 높은 상관을 가지고 있었다. 이는 이익단체의 목표달성에 영향을 미치는 주 관계자를 이익단체장이 잦은 대면을 통해 평소 지방정부와 긴밀한 연계를 맺기 바라는데 특히 종교단체와 직능단체가 긴밀성을 가장 강조하고 있고, 그 다음이 연고단체, 시민단체, 직능단체 순으로 나타났다. 또한 이익단체는 그들의 주장을 알리기 위해 선거에 적극적으로 참여하며 불만족 시에는 단체간 연합활동을 시도하여 목표를 추구한다.

Abstract

In this study, how goals, strategies and influence of interest groups work in local communities was analyzed, utilizing the case of Suwon-si (city). As a result, in terms of goals, the associational organizations put an emphasis on social relations while both functional and professional organizations put their priority on the pursuit of members' interests. In terms of policy, professional/ functional/associational organizations were interested in policy implementation while functional/civil organizations were interested in policy agenda setting. The persons who the heads of interest groups frequently contacted were mayors, deputy mayors, chiefs of departments and NGO members. The degree of relations between contact frequency and influence acquired was relatively high based on the correlation coefficient .54(p<.01). These findings reflect that the heads of interest groups wanted to influence the decision-making of local governments by the frequent contact of high ranking officers. The order of interest groups that put an emphasis on frequent contact is as follows: religious, functional, associational and civil organizations. Also, the interest groups were actively involved in local elections in order to express their causes and try to build solidarity when they were not satisfied.
