Abstract

This study aims to examine the transformative nature of the Tang dynasty’s late imperial governance by analyzing the relationship between “Xingzhou(行州)” and Jimifuzhou(羈縻府州). Following the An Lushan Rebellion, Tibet’s eastward expansion not only overran the Tang dynasty’s northwestern and southwestern border regions but also consecutively captured numerous Jimifuzhou within the empire, fundamentally destabilizing imperial governance. In response to this crisis, the Tang dynasty established temporary administrative units called “Xingzhou” to restore territorial control, settle displaced populations, and defend the border regions. “Xingzhou” were located at strategic points and functioned as instruments for military response and the incorporation of ethnic groups. As exemplified by the cases of Songzhou and Changlezhou, which was under the Tuyuhun royal household, the Tang integrated the administration of “Xingzhou” into the Jimifuzhou system, allowing ethnic leaders to inherit the offices of Cishi and Dudu, thereby restructuring the existing order. This was not merely a weakening of control, but an active and flexible response to maintain imperial order amid overlapping internal and external troubles.
