Abstract
This study aims to empirically analyze the impact of the Local Extinction Response Fund (LERF) on the inflow of youth living and resident populations in depopulated areas, recognizing that the inflow and settlement of young people are critical factors in ensuring the sustainability of local communities. The analysis targets 32 basic local governments located in the Gyeongsang region (including Gyeongsangbuk-do, Gyeongsangnam-do, Daegu Metropolitan City, and Busan Metropolitan City) and utilizes a three-year panel dataset combining time-series data from 2022 to 2024. The results reveal that the two-year lag effect of the LERF execution rate has a statistically significant influence on both the inflow of youth resident and living populations. In particular, the fund’s impact appears relatively stronger on the inflow of the youth living population, indicating that the LERF has been more effective in promoting short-term youth inflows than in fostering long-term settlement. Moreover, the inflow of the youth living population was found to be highly dependent on local employment environments, such as manufacturing, service, and retail sectors, while the inflow of resident youth populations was primarily affected by comprehensive settlement conditions, including the number of universities, the availability of cultural and sports infrastructure, and the overall scale of the regional economy. This study distinguishes itself from previous research by focusing on youth as the primary analytical group and by conducting a detailed comparative analysis of how the LERF affects both youth migration (residential inflow) and living population inflow. The findings suggest that future utilization of the LERF should emphasize the establishment of practical population-settlement strategies that enable young people, initially attracted as part of the living population, to transition into long-term residents. Furthermore, the development of such strategies requires a mid- to long-term policy perspective rather than a short-term policy approach.
