Abstract

This research explores the effectiveness of the Iran Nuclear Deal, namely the JCPOA In particular, it examines the root cause behind the shortcoming of IAEA’s safeguards which was applied during 2000s, the successful establishment of the agreement, and the eventual deadlock of the deal from 2018 up until now. The concept of ‘irreversibility’ is employed and thoroughly elaborated to consistently tackle the case. This research underlines dilemma situations that the U.S. and Iran faced during this period, coining the term ‘Static Irreversibility’, ‘Dynamic irreversibility’, ‘Trade-off of Irreversibility’, and ‘Irreversibility Escalation Conflict.’ It also draws important policy implications such as the reinforcement of IAEA safeguards system and future negotiation for D.P.R.K.’s de-nuclearization.
