군사적 효과성에 영향을 미치는 요인 분석

초록

본 연구는 국가가 보유한 유⋅무형의 자원으로 전투력을 극대화하는 역량인 ‘군사적 효과성’ 개념에 주목하여 이를 나타내는 지표로 손실교환비율(LER)을 활용, 과거 국가 간 전쟁사례에서 군사력을 구성하는 자원들이 군사적 효과성에 미친 영향을 확인하였다. 기존 연구에서 주목한 군사 자원, 정치⋅경제적 요인뿐만 아니라 사회적 안정성이 군사적 효과성에 중요한변수라는 가정 하에 국내분쟁 지표를 추가하여 분석한 결과, 군사 자원의양은 군사적 효과성에 긍정적인 영향을 미쳤으며, 국내분쟁의 발생은 군사적 효과성을 저해하는 주요요인으로 나타났다. 이러한 결과는 국방력을 강화하기 위해 군사 자원의 양적 확충과 함께 사회적 안정성의 확보가 중요함을 시사하며, 군사적 효과성을 높이기 위해 다양한 교육훈련과 리더십 강화, 민군관계 개선 등도 함께 이뤄져야 함을 강조한다. 결론적으로, 군사적효과성을 높이려면 군사 자원의 양적 확보 문제를 넘어, 정치⋅경제적 요인과 사회통합까지 포괄하는 광범위하고 종합적인 안보 전략이 필요하다는점을 제안한다.

Abstract

In order to prepare for existing military threats, it is crucial to strengthen national defense capabilities and to establish, operate, and maintain a strong military. This study analyzes past war cases using the concept of military effectiveness previously discussed in other studies to identify strategies to respond to these challenges. The research model analyzed the impacts of military resources, economic and political variables, and the domestic conflict index, a measure of social stability, on military effectiveness. The findings of this study showed that an increase in military resources positively affects military effectiveness, while the occurrence of domestic conflicts has a negative impact. These results suggest policy implications for strengthening defense capabilities along with military resources, economic and political factors, and social integration.
