본 연구는 러시아–우크라이나 전쟁과 이스라엘–하마스 간의 무력 충돌을 중심으로 현대전의 특성과 군사전략적 시사점을 분석하고, 이를 바탕으로 한반도의 특수한 안보환경에 부합하는 한국의 군사전략에 대한 발전방안을 제시하는 데 목적이 있다. 현대전은 정밀타격, 드론, 사이버전, 여론전 등 다양한 비대칭·하이브리드 양상이 결합된 복합전으로 진화하고 있으며, 이는 전통적인 재래식 전력 중심의 대응으로는 한계가 있고, 북한의 위협 양상과도 밀접한 유사성을 보인다. 본 연구는 북한의 공세적 군사전략과 비대칭 전력 운용 방식을 분석하고, 한국군이 이에 대응하기 위한 군사전략을 ‘단기 결전의 마비전’으로 채택할 필요성을 제기하였다. 이를 위해 정밀타격무기의 확보, 지휘통제·정보능력의 강화, 민군 통합체계, 다자안보협력, 국방혁신 연계, 전략전문가 양성 등 여섯 가지 발전방안을 제안하였다. 궁극적으로 본 연구는 한국이 자주적이고 통합적인 군사전략체계를 확립함으로써 급변하는 안보환경 속에서 전략적인 주도권을 확보하고, 국가안보와 평화통일 기반을 선도적으로 구축하는 데 기여하고자 한다.
Abstract
This study analyzes the characteristics of modern warfare and its military strategic implications, focusing on the Russia-Ukraine War and the Israel-Hamas armed conflict. Based on this analysis, it aims to suggest a direction for developing South Korea's military strategy suited to the unique security environment of the Korean Peninsula. Modern warfare is evolving into a complex warfare that combines diverse asymmetric and hybrid elements, including drones, cyber warfare, precision strikes, and public opinion warfare. This approach, which relies solely on conventional forces, is limited and shares a close resemblance to the North Korean threat landscape. This study analyzes North Korea's offensive military strategy and asymmetrical force deployment methods and suggests the need for the South Korean military to adopt a "short, decisive, paralyzing war" as a countermeasure. To achieve this, it proposes six development plans: securing precision-guided weapons, strengthening command, control, and information capabilities, integrating civil-military systems, multilateral security cooperation, linking defense innovation, and fostering strategic experts. Ultimately, this study aims to contribute to South Korea's establishment of an independent and integrated military strategic system, thereby securing strategic leadership in a rapidly changing security environment and proactively establishing a foundation for national security and peaceful unification.
