한국과 일본 지방자치단체의 젠더주류화 실효성: 부산광역시 「양성평등종합계획」과 오사카시 「남녀공동참획기본계획」의 비교

이 연구는 부산광역시와 오사카시의 젠더주류화 정책을 비교 분석하여 지방자치단체 차원에서 정책이 어떻게 구체화 되고 있는지 검토하고, 그 실효성을 평가한 것이다. 이를 위하여 이 연구는 「제 2차 부산광역시 양성평등종합계획(2020-2024)」과 오사카시 「남녀공동참획기본계획(2021-2025)」을 중심으로, 두 도시의 젠더주류화 정책의 추진 방식과 성과를 분석하였다. 두 도시는 중앙정부의 젠더주류화 기조를 따르며 유사한 목표를 설정하고 있었으나, 정책 실행 방식에는 차이가 있었다. 부산은 성평등 촉진을 위해 보다 명시적인 제도적 접근을 강조하고 있는 반면에, 오사카는 교육과 시민 인식 개선을 통한 성평등 의식 확산을 강조하고 있었다. 두 도시 모두 젠더주류화 추진에 있어 그 한계를 드러냈으며, 특히 지역 특성을 반영한 독자적인 접근의 부족이 그 문제로 지적될 수 있었다. 이 연구는 지방자치단체가 중앙정부의 방침을 단순히 수용하는 것을 넘어, 지방자치단체의 특성과 필요에 맞는 독립적인 젠더주류화 모델 개발과 실행이 필요하다는 점과 젠더주류화가 모든 정책에 내재화될 필요성도 함께 강조하고 있다.
Abstract
This study compares and analyzes the gender mainstreaming policies of Busan Metropolitan City and Osaka City to examine how these policies are implemented at the local government level and assess their effectiveness. To achieve this, the study focuses on Busan's "Gender Equality Comprehensive Plan (2020-2024)" and Osaka's "Basic Plan for Gender Equality (2021-2025)" to analyze the policy implementation methods and outcomes in both cities. While both cities followed the gender mainstreaming initiatives of their respective central governments and set similar objectives, their policy execution strategies differed. Busan emphasized a more explicit institutional approach to promote gender equality, whereas Osaka focused on expanding awareness of gender equality through education and public consciousness-raising. Both cities exhibited limitations in promoting gender mainstreaming, particularly lacking region-specific that reflect regional characteristics. This study emphasizes the need for local governments to develop and implement independent gender mainstreaming models tailored to their unique characteristics and needs, beyond simply accepting the directives of central governments. Additionally, the study highlights the necessity of mainstreaming gender perspectives across all policy areas.
