최근 네팔에서의 종족성 혹은 민족주의의 발흥은 다양한 토착민족들에 대한 정부의 차별정책에서 기인한다. 네팔에는 100개 이상의 종족집단 혹은 토착민족(아디바시 자나자티)이 있다. 하지만 이들 중 어떤 집단도 압도적 다수를 차지하지 못한다. 여기에서는 네와르의 사례를 중심으로 네팔에서 민족주의가 발흥하게 된 배경을 살펴보았다. 네와르는 수도권에서 가장 큰 인구집단이며 오래 전부터 종족운동에 참여해 왔다. 네와르는 내부에 위계적인 카스트 집단, 다양한 언어, 힌두-불교가 융합된 종교문화를 내포하고 있다는 점에서 주목을 받고 있다. ‘네와르 민족 포럼’ 결성 이후 네와르는 네팔 내부에서 자신들이 분리된 ‘종족집단’ 혹은 ‘민족’으로 받아들여지기를 갈망하고 있다. 하지만 다른 토착민족들과 달리 네와르가 하나의 종족집단으로 뭉치는 것이 쉽지 않다. 왜냐하면 네와르의 문화가 다양한 카스트의 평등성에 기반을 둔 것이 아니어서, 네와르 사람들 전체를 ‘네와르 민족주의’라는 기치아래 단결시킨다는 것은 매우 어렵기 때문이다.
Abstract
Nepal has seen a rise of ethnic nationalism because of discriminatory policies of the state against various ethnicities or ethnic nationalities. Nepal is a home of more than 100 'indigenous nationalities'(Adibasi Janajati). None of these ethnic groups or ethnic nationalities can be considered a single majority group. In this study, an attempt is made to examine the growing trend of ethnic nationalism in Nepal and the role of the Newars. The Newars are important as the largest population in the capital, with long history of association with ethnic movement. The Newars make interesting case because of their hierarchical order of castes and internal divisions, language diffusions, and Hindu-Buddhist mixed religious culture, as well as their active involvement in the present ethnic movements. With the creation of the National Forum of the Newars, the Newars have shown their eagerness to present themselves as a separate 'ethnic group' or a 'nation' within the modern state of Nepal. Unlike the other nationalities of Nepal, it is not easy to unite th Newars as an ethnic group. It is hard task to unite the Newars for the cause of Newar nationalism because their culture is not based on equality among the various castes.
