민주시민교육의 왜곡(1) : 자유, 권리, 민주주의 개념 분석을 중심으로

본 논문은 민주시민교육이 어떻게 왜곡되고 있는지 보기 위하여 민주시민교육에 관련된 주요 개념들을 검토하고 있다. 연구를 통해 자유, 민주주의, 권리의 세 개념이 이미 다양한 방식으로 왜곡되어왔음을 확인하였다. 먼저 자유의 경우, 개인적, 실제적 개념이 아닌, 집합적, 이념적인 것으로 인식되고 있다. 이를 분석하며 자유 개념과 관련한 네 가지 왜곡 유형을 정리하였다. 한편 민주주의 개념은 고대 그리스 시대 이래 절차적 원리로서 배태되었으나 현대에는 일종의 ‘~ 주의’로서 간주하여 민주주의가 고차적 가치 또는 이상으로 이해되고 있는데, 이는 인류의 번영을 저해하는 전체주의의 위험으로 이끈다. 끝으로 권리 개념 또한 보편성을 표상하지만, 이 개념은 그 담지자나 상황과 무관하게 보편화될 수 없다. 일례로 하트의 특정권은 이러한 문제들을 해결하기 위해 심각하게 고려되었다. 이와 같은 검토 결과는 현행 학교 현장에 적용되고 있는 민주시민교육 프로그램을 평가해 보고자 하는 후속 연구에 기여할 것이다.
Abstract
This paper concerns the crucial concepts involved in the democratic education program in order to demonstrate how they have been distorted. As a result of examination, it has been demonstrated that the three concepts freedom, democracy and rights have already been distorted in various ways. In the case of freedom, the concept has been recognized as the collective and idealistic, not individualistic and realistic. The analysis has tried to set up four kinds of distortions. The concept of democracy has been born as a procedural principle since the ancient Greek era, but now in the modern time considered as a kind of –ism so that democracy can be understood as a highly value or ideal. This leads us to the danger of totalitarianism that makes mankind unable to prosper. Finally rights also represents universality. But this concept cannot be universalized regardless its holders and its situations. For example, Hart’s special rights have been seriously taken to dissolve this problems. The results of these examinations will contribute to the next study that will evaluate some democratic education programs applied to the present school classrooms.
