한중 양국 관계는 한국 정부의 사드 배치 발표 이후 최악의 상태를 맞이했으며, 2008년 양국 관계를 전략적 협력 동반자 관계로 격상했음에도 최대의 위기에 봉착했다. 이러한 갈등 증폭은 그동안 서로가 피해왔던 북한 용인을 포함해 외교안보 문제에 대한 상호인식이 극명하게 달랐음을 보여주는 대표적 사례로 한중 관계의 구조적 취약성을 여실히 드러낸 것이다. 그러나 이제 양국 관계는 북핵 문제나 사드 문제에서 벗어나 보다 성숙하고 미래 지향적 발전을 위한 새로운 접근을 해야 할 때가 되었다. 경제는 시장에 맡기면서 국제 전략 관계 등의 거대 담론보다는 양국 관계의 실질적 신뢰 구축에 필요한 문제들을 논의해야 한다. 양자관계에서 문제가 생기는 것은 불가피한 일이다. 양국 관계를 반추해보면 양국이 봉착한 최대의 난제는 문제의 발생에 있는 것이 아니라 문제가 생겼을 때 이를 해결할 수 있는 기제가 없다는 것이다. 이제 중국은 한·미에 대한 자의적 우려를 ‘합리적 우려’로, 한국은 중국에 대한 막연한 기대를 ‘합리적 기대’로 바꾸는 질적 변화를 도모할 시기가 되었다. 양국은 진솔한 의견 교환을 통한 새로운 양국 관계 설정에 고심해야 한다. 이 시기를 놓치면 진정한 한중 전략적 협력 동반자 관계의 구축은 어려울 것이다.
Abstract
The Seoul-Beijing ties have met their lowest ebb ever since the ROK government announced in July 2016 the introduction of the THAAD (Terminal High Altitude Area Defense) system in the Korean Peninsula. Notwithstanding their agreement on the strategic cooperative partnership ten years ago (May 2008), Sino-ROK relations has now faced their greatest crisis. This is arguably the prime case exposing on the one hand their differences in mutual perceptions on a host of foreign and security affairs including North Korea’s provocative behavior and nuclear programs. On the other, it also shows the built-in structural weaknesses in Seoul-Beijing ties. Now the time has come to move beyond nuclear or THAAD issues and seek for a mature, future-oriented relationship. It is necessary to let the economy be handled by the market and to discuss the real bilateral issues rather than grand strategic discourses. Probably the greatest issue for both governments may be not the occurrence of complex problems but the absence of mechanisms to resolve them when they arise. All in all, both sides should now strive for a qualitative change in their ties: for Beijing from subjective worry to rational worry on the ROK-U.S. relations; for Seoul from wishful thinking to rational expectation on China’s role. Again, Beijing and Seoul should delve into exchanging frank views and establishing a new bilateral relationship. Otherwise, the real Sino-ROK strategic cooperative partnership will be a mere rhetoric.
