ASEAN and the Security and Cooperation in East Asia

이 논문은 냉전시기 ‘유럽평화모델’로 널리 알려진 헬싱키 프로세스의 동아시아에서의 적용가능성을 연구한다. 동아시아 내 협력적인 다자간 안보체제의 도입을 제약하는 장애요인들에 대해 특히주안점을 부여한다. 현재 동아시아에서의 안보와 협력을 위한 다자주의적 접근방법은 1970년대 유럽의 사례와는 현격한 차이를 보이고 있다. 이 지역 강대국들은 새로운 안보질서를 모색함에 있어서다자간 안보체제를 타 강대국과의 세력관계 속에서 자신들의 이익과 위상을 극대화하기 위한 정책적 도구로 간주하는 경향을 보이고있다. 중국의 부상과 동아시아 국제관계의 다극화 추세는 평화와안보협력을 위한 새로운 제도적 틀 형성에 불확실성과 더불어 상당한 기회를 제공하고 있다. 경제적 상호의존과 지역통합의 심화가이전과 비교하여 더욱 지역중심의 새로운 동아시아 지역질서 형성에 기여할 것으로 예측된다. 그러나 강대국간 역학관계의 근본적인변화는 동아시아 국제질서에 매우 큰 불확실성과 위기를 초래할 수있을 것으로 사료된다. 역내 국가간 분쟁방지와 더욱 안정적인 안보질서 형성을 위해서는 강대국의 무분별한 힘의 행사를 제한하고분쟁의 평화적이고 안정적인 관리를 위한 더욱 체계적이고 정교한제도적 장치의 도입이 요청된다. 헬싱키 모델은 이를 위한 포괄적인 ‘신뢰 및 안보구축방안’ (CSBM)을 제공할 수 있으며, 이 과정에서 ASEAN과 한국 등 중간 급 국가들간 긴밀한 협력관계의 발전과주도적인 역할수행이 매우 중요한 것으로 평가된다.
