보육정책에 대한 여성주의적 비판: 보육예산에 대한 젠더분석을 중심으로(2005-2009년)

이 논문은 우리나라에서 보육예산이 성별취업과 젠더관계의 변화에 끼친 영향을 분석함으로써, 돌봄노동의 사회화 정책의 일환인 보육료 지원이 여성주의적인 이상인 돌봄 공유 맞벌이 모델을 지향하는 방식으로 가고 있는가를 검토하는 것을 목적으로 한다. 본 연구의 주요 결과는 첫째, 우리나라 보육예산의 특징은 보육정책 예산의 75%를 영유아 보육료지원으로 지출하면서, 개인 수요자들에게 민간시장에서 보육서비스를 구매하도록 하는 방식으로 보육정책이 운영된다는 것이다. 둘째, 보육료 지원이 성별취업에 끼치는 영향을 실증적으로 분석한 결과는 장기적으로는 보육료 지원이 여성들이 취업으로 연계될 가능성이 있지만, 현재로서는 여성의 취업 지원에는 효과를 보이지 않는다는 점이다. 셋째, 보육료 지원은 여성들이 수급자격을 유지하기 위해 시간적으로 노동유연성이 높고 저임금을 특징으로 하는 일자리를 선호하게 만드는 효과를 내고 있다. 마지막으로 여전히 강고한 모성 이데올로기에 근거한 성역할과 비공식 돌봄 조력자에 높은 의존을 특징으로 하는 양육 환경과 제한적인 보육료 지원 체계는 여성의 취업을 촉진하기보다는 자녀양육만을 선택하도록 할 수도 있음을 보여준다. 이 연구는 돌봄의 사회화를 통해 여성의 노동권을 확보하고, 궁극적으로 평등한 젠더관계를 모색한다는 보육정책의 원래 기획 의도를 실현하기 위해서는 보육료 지원과 더불어 안정적이고 질 좋은 공보육시설의 확대와 노동시장에서 일-가정 양립이 가능한 제도와 병행되지 않고서는 불가능하다는 점을 시사한다.
Abstract
This study examines whether public support for child care fees which are given to individual households with children aged 0-5 years contributes to the defamilialization of care work, introducing a gender budget analysis of how the national child care expenditure influences the labor market participation of men and women and gender relationships. The major results of the study are as follows. First, in the past five years the Korean government has been spending 75% of the total child care expenditure for individual household purchases of child care service in the profit-oriented market. Second, the empirical analysis of the study shows that the present financial support for child care fees does not encourage women to articipate in the labor market, while in the long term, there could be a possibility that the financial provision is linked to women's labor market participation. Third, women tend to favor imeflexible jobs with low wages in order to keep the entitlement qualification of child care fee support. Finally, child care in individual households still depends on women, reinforcing a strong motherhood ideology. The current financial provision for child care does not exert an influence on the changing gender division of labor. This study suggests that the defamilialization of care work would not be realized without public child care facilities and policies for reconciliation of work and family.
