한국보육지원정책의 쟁점과 과제

초록

본 논문은 지난 10여 년간 급격하게 확대된 우리나라의 보육지원정책의 현황과 문제점들을 고찰하고 이의 개선을 촉구하고 있다. 우리 보육제도의 보육서비스에의 편중, 보육서비스공급자의 높은 민간의존, 그리고 만연한 서비스 의존성 등의 문제들을 지적하고 이의 원인으로 지나친 여성주의, 민간보육기관들의 집단이기주의, 정치권의 경쟁적인 대중영합주의를 제시하고 있다. OECD등의 주요국들과의 비교를 통해 보육서비스에 대한 우리 정부지원이 상대적으로 과도한 수준임을 지적하고 보육서비스 이용자와 공급자의 도덕적 해이, 보육의존성 심화 등의 부작용과 보육자원 낭비에 대하여 우려하고 있다. 안정적이고 지속가능한 공보육제도의 안착을 위한 방안으로 보육서비스와 가정양육 간에 균형 있는 자원배분, 보육서비스의 합리적 이용을 유도할 수 있는 다양한 정책개발과 함께 장기적으로 국공립시설의 확충을 제안하고 있다.

Abstract

For the last 10 years Korea has made a big stride in the governmental child care support, whose participation rate in formal child care is now one of the highest in the world. With this impressive achievement, the child care system reveals a number of problems, such as, too much dependence on private institutions, moral hazard of child care suppliers and users, and widespread service dependency among parents. This paper identifies, as the major cause of these problems, the over ambitious and drastic policy implementation of comprehensive free child care service resulted from excessive politics among feminist power, populist electoral competition, and the private child care institutions. As child care has become one of the major governmental concerns in the modern welfare state, this paper explores and outlines the direction of the child care policy leading to increasing publicness and long term sustainability.
