돌봄노동은 한 국가가 지향하는 복지국가 체제 유형 결정에서 중요한 역할을 하는 요소이다. 그럼에도 불구하고 한국 복지국가 논쟁에서 돌봄노동이 갖는 위치는 매주 주변적이다. 본 연구에서는 돌봄노동의 구체적 예로서 보육노동을 대상으로 하는 보육정책 변화를 통해 한국 복지국가 유형에 대한 논의를 한다. 돌봄노동을 분석 단위로 하여 복지국가 성격을 분류한 연구에서는, 돌봄과 관련된 서비스 제공에 대한 국가 개입 정도와 돌봄노동을 수행하는 사람들에 대한 국가의 지원 정도에 연구의 초점을 맞추고 있다. 돌봄노동이 복지국가 체제와 갖는 상관 관계를 정리해 보면, 자유주의적 복지국가에서는 남성 생계 부양자 모델을 선호하면서 돌봄노동을 가족 책임, 결과적으로 여성의 책임으로 보는 경향이 강하다고 보겠다. 보수주의 복지국가는 분리적 성역할 모델에 따라 여성이 돌봄노동을 담당하는 범위에서 돌봄노동이 일어나는 단위로서 가족에 대한 지원을 적극적으로 한다. 그리고 사회민주주의 복지국가에서는 돌봄노동의 사회화, 이를 통한 사회적 일자리 창출 경향이 강하다고 할 수 있다. 국가 주체 보육정책과 프로그램 구조에서 일어나는 변화를 분석하고, 그에 따른 한국형 복지국가 체제 형성 전망을 하기 위하여 보육정책을 보육서비스 관련 공공예산 규모 변화, 보육정책이 제공하는 보육서비스 질적 수준의 변화, 보육서비스에서 민간 부분이 차지하는 비중의 변화, 보육정책을 통해 국가가 추구하는 이념의 실체, 보육정책이 남녀 성별 역할 분리에 대해 취하고 있는 입장을 중심으로 분석하였다. 결론적으로, 보육서비스를 통해 추구하는 한국형 복지국가 형태는 남녀 성역할 분리를 토대로 보육 책임에 대한 가족 비중이 여전히 강하면서도 국가 정책 개입 성격이 탈자유주의적 경향을 보이는 것으로 나타났다. 보육서비스 전달의 가장 중요한 주체는 민간 영리 시설이지만, 보육료 지원과 보육서비스 수준에 대한 국가 개입이 상대적으로 적극적으로 이루어지기 때문이다. 결국 보육에 대한 국가 책임은 과거보다 증가했지만, 보육 책임의 주체는 여전히 가족이고, 보육과 관련한 남녀 성별 역할 분리에 대한 뚜렷한 정책 지향이 제시되어 있지 않으며, 국가는 서비스 전달 체계에 대한 간접적 개입을 통해 계층화된 보육정책을 펴나간다고 할 수 있겠다.
Abstract
Care work is a factor which makes an important role to decide the types of welfare state. Notwithstanding care work is a marginal factor in the debate about the developing the korean welfare state. Thus, this study, focusing on the nursery system, seeks to discuss the nature of the korean welfare state which is on the way to develop. The relation between the care work and the types of welfare state is described in this three ways: First, the liberal model in which care work belong to the responsibility of family. This model represent the bread-winner model. Second, the conservative model in which women take responsibility for caring work and men for earning money. This model support actively family so long as children are cared in family. Third, the model of social democracy in which the state take active responsibility for caring children. For the analysis of the korean welfare state according to the intervention of the state in caring work the following factors are considered: public spending, quality in social services, scope for the private sector in social services, the state ideology about the caring work, and the gender-sensitive perspective of the children's policy. As a result, the korean state pursues the welfare state in the sense of conservatism. The korean state accepts more responsibility for caring work, but the main domain for caring work stays in family. The profit-oriented system is a mainstreaming in delivering of care service which is controlled by the state. In this sense the nursery system cannot be described as liberal. The state intervenes to support the families of the under class and to regulate the quality of caring work. The state doesn't make a step against the gender division in caring work. In conclusion, the policy for caring of children is stratified and gender-divided.
