여성에게 득이 될 것 같은, 적어도 해는 입히지 않을 것 같은 기본소득제도가 불평등한 성별 관계를 전복시킬 수 있는 물적 토대가 될 수 있는가를 둘러싸고 기본소득론자들은 성별 관계, 무급 가사노동, 혹은 여성주의적 함의와 한계에 대해 논의를 전개해왔다. 기본소득제도가 전통적인 성별분업의 공고화 혹은 해체, 그리고 그를 통한 젠더 정의의 실현에 대해 일치된 전망을 내놓지 못하는 이유는, 자본주의적 가부장제 사회에 뿌리 깊은 여성의 돌봄노동 책임에 대한 문화적 관념과 실천, 그로 인한 돌봄노동의 비(非)가시화와 저평가의 무게가 엄중하기 때문이다. 자본주의 사회가 여성에게 열어놓은 시장노동의 기회는 전통적인 성별분업 규범과 실천의 점진적인 해체를 가져왔음에도 불구하고 가정과 시장 영역에서 무급 가사노동과 돌봄노동의 상당 부분을 여성이 책임지고 있는 현실을 근본적으로 바꾸지 못하고 있다. 본 논문에서 우리는 여성주의 기본소득 논의를 검토하면서 젠더 정의 실현을 촉진하기 위한 기본소득 모형의 요소와 조건이 무엇인지 논의하고자 한다. 젠더 정의를 위한 성별분업의 해체를 위해 기본소득제도만으로는 한계가 있으며, 돌봄노동에 대한 정책적 고려가 수반되어야 기본소득이 성별분업을 해체할 수 있는 잠재성을 실현할 수 있다고 주장한다.
Abstract
This paper purports to review debates on a 'basic income' policy from a feminist point of social reproduction. Feminist scholars have long debated on the consequences of a basic income for gender justice, as to whether it can undermine the traditional gender division of labor. The reason for pros and cons regarding the basic income is the position at which care work is situated within the capitalist patriarchy. Nevertheless, feminist and progressive scholars and activities propose universal welfare as alternative ways of ensuring social rights, of which is the basic income. In this paper, we review and discuss whether the basic income policy will serve as a tool for supporting gender equality both in the labor market and within the household by engaging in feminist debates on it, and make suggestions in order for the basic income policy to contribute to a paradigm shift regarding the sustainable social reproduction.
