지난 1987년 정치민주화 이후 우리 사회의 노사정관계는 여전히 갈등적인 구도가 유지되었지만 정책집행기구에 대한 노사단체의 참가가 제도적으로 확대되어 왔다. 그런데, 노동시장과 사회복지부문을 중심으로 노사단체의 정책집행 참가가 민주적이며 효율적인 정책 운영성과와 더불어 노사정관계의 합리적 안정화를 구현해온 서구 국가들에 비교하여, 우리나라에서 노사단체의 정책참가는 제도적인 형식을 갖추고 있으되 실질적인 공동운영의 내실이 매우 빈약한 것으로 평가된다. 노사단체의 정책집행 참가가 대체로 자문심의의 수준에 머물러 있다는 점, 노사단체의 조직적 대표성과 전문성이 미흡하다는 점, 정부 관료들에 의해 일방적이며 독단적인 정책 추진의 통과의례로서 활용되고 있다는 점 등에서 그 문제원인을 찾게 된다. 노사단체의 정책집행참가가 참여민주주의와 사회적 파트너십을 발전시켜 나가기 위한 중요한 토대가 될 뿐 아니라, 사회복지체계와 노동시장정책의 효과적인 운용을 구현하는 데에 기대된다. 이러한 취지에서 노사단체의 정책참가를 보다 내실화하기 위해 현행 정부 위원회들의 실질적인 공동 운영기구화, 노사단체 대표의 참가범위 확대 및 전문성 제고, 그리고 정책집행기구의 운영개선 등이 추진될 필요가 있다.
Abstract
Since the political democratization of 1987, representatives of labor unions and business in Korea have been increasingly involved in the government's policy-implementation. In Western advanced countries. joint labor-business policy-involvement guarantees the democratic and efficient adminstration of labor market and social welfare policy and help labor relations more stabilized. In contrast, labor-business involvement in Korea has a institutional shaping, but its substantial level of joint policy-adminstration by the two parties is still very poor. This is mainly attributed to the consultative nature of policy-involvement, lack of organizational represenation and policy expertise, and government bureauctrats' authoritarian attitude. Labor-business invlovement in policy-implementation contributes not only to the advancement of industrial democracy and social partnership, but also effective adminstration of labor welfare system. In this light, this study suggests the further substantiation of labor-business involvement in the policy-implementation by strengthening joint operation of policy-implementing organs, enhancing representational expertise, and advancing adminstrative rules governing the joint policy body.
