정치적 선호도와 당선 횟수로 본 17대 국회 상임위원회 특징

초록

국회에서 상임위원회가 가지는 중요성은 국정감사 및 국정조사를 통한 행정부에 대한 견제, 행정부에 의해 제출된 예·결산에 대한 심사, 그리고 상정된 법안에 대한 심의를 통한 정책결정 등을 통해 잘 알 수 있다. 이렇게 중요한 상임위원회에 대한 연구는 상임위원회를 구성하고 있는 의원들의 정치적 선호도에 대한 분석에서 시작된다고 할 수 있다. 이에 본 연구는 17대 국회 상임위원회 소속 의원들의 정치적 선호도를 통해 상임위원회의 역할의 특징을 분석하고 상임위원회 의원들의 정치적 선호도와 의정 경험을 통해 각 정당이 위원회 배정에 있어 중요하게 고려하는 부분은 무엇인지 알아보는 것을 연구 목적으로 삼고 있다. 통계적 분석을 통해 대부분의 위원회 의원들의 정치적 선호도와 당선횟수는 본회의와 소속 정당과 커다란 차이를 보이고 있지 않았다. 일부 위원회의 정치적 선호도가 본회의와 다르며 위원회 의원들이 속한 정당의 다른 의원들과 다른 것으로 나타나고 있으나, 이러한 이유가 지역구 이익을 위해서라는 결론을 얻을 수 있는 곳은 농림해양수산위원회뿐이었다. 이러한 결과는 정당 지도부의 강력한 영향력 그리고 위원회 배정에 있어 공평성을 중요시하는 한국의 풍토에서 당연할 수 있다. 하지만 이와 같은 국회 상임위원회에 대한 연구가 지속적으로 이루어져 경험적으로 규칙성을 띠는 결과들을 발견하게 된다면, 국회 상임위원회에 대한 연구는 질적·양적으로 많은 발전을 이룩하게 될 것이다.

Abstract

The Standing Committees play an important role in the National Assembly in overseeing the Executives, investigating budget and accounts, and making public policy. It is believed that the basic study on Standing Committees starts by examining political preference of the members of each Standing Committee. This study aims at analyzing the role of the committee and inspecting what are important factors for party leaders in assigning committees by examining preferences and terms of committee members. In performing a mean test shows that there is the committee whose members are composed of preference outliers. This is the Agriculture, Forestry, Maritime, Affairs & Fisheries Committee. However the study finds that in general the preferences of committee members represent their chambers and parties. Likewise, the results show the reflection of a Korean political situation where party leaders play an influential role and equity is of importance in committees assignment. If these kinds of studies are carried out continuously and find out empirical regularities, they will contribute to the development of study on the Standing Committees of the National Assembly.
