Abstract

The 2019 revision of the National Assembly Act mandated bill review subcommittees to convene at least twice a month. Further revision in 2020 increased the mandated frequency to at least three times a month. Are these laws being properly observed? What factors influence the convening of subcommittees? This study analyzes meeting frequency data of subcommittees from the 17th National Assembly through the 21st National Assembly. The findings are as follows. First, bill review subcommittees convened more frequently during regular sessions and in mixed-goods standing committees. Second, the 2019 revision of the National Assembly Act did not lead to an increase in the number of subcommittee meetings. Regression analysis shows that the effect of the revision is statistically insignificant and, after controlling for other variables, even indicates a negative direction. These findings suggest that legal mandates alone are insufficient to ensure the regular operation of bill review subcommittees. Instead, stronger institutional measures are needed, including mandatory reporting of specific reasons for not convening subcommittees, reflecting meeting performance in parliamentary evaluations, and adopting more flexible guidelines that account for the unique characteristics of each standing committee.
