입법부의 법안가결에 미치는 영향요인 분석 - 제19대 미방위, 국방위, 농림위를 중심으로 -

본 연구는 제19대 국회(2012.05.30.~2016.05.29.)에서 처리된 미래창조과학방송통신위 원회, 국방위원회, 농림축산식품해양위원회의 의원발의법안 2,073건에 대한 가결 영향 요인을 크게 대표 발의자의 개인적 특성 요인, 법안의 특성으로 구분하였다. 그 결과, 대표 발의자의 개인적 특성 요인은 선수(seniority), 선출형태, 공동발의자 수, 법안의 특성 요인은 법안의 이슈강도, 예산수반 여부, 쟁점법안 여부, 그리고 통제변수인 연도가 법률안 가결 여부에 긍정적인 영향을 주는 것으로 나타났다. 본 연구는 입법과정에서 중심적인 역할을 하는 상임위원회에서의 법률안 가결 여부에 초 점을 두고 영향 요인을 세부적으로 파악하였으며 정책결정 과정에서 언론과 미디어의 영 향력이 법안의 가결 여부에 미치는 영향력을 검토하였다. 이러한 차별성은 향후 동일한 연구 분야에 큰 이론적 기여를 할 수 있을 것으로 기대한다.
Abstract
In this study, an analysis of the influence factor of a legislative bill approval at the Standing Committee level was made with 2,073 bill proposals passed in the 19th National Assembly (May 30, 2012 to May 29, 2016). The individual characteristics factor and the bill characteristics factor of the Chief author of the bill was divided to compare/analyze and interpret the significance. As a result of the analysis, the following factors were shown to have a positive influence on the legislative bill approval: in the individual characteristics factor of the Chief author of the bill, the seniority, elected form, number of joint submitted member; in the bill characteristics factor, the issue intensity of the bill, the accompanying of the budget, and the measure in dispute; and the 2013 year variable number which is a control variable. This study focused on the possibility of a legislative bill approval in the Standing Committee level, the impact of the press and media on the bill approval in the policy decision process of the National Assembly was reviewed by investigating the impact of the press and media on National Assembly members and the bill.
