본 연구의 주제는 유럽통합의 중심 국가인 독일의 에너지안보에 대한 인식과 대응전략을 밝히는 것이다. 이를 위해 본 연구는 우선 21세기를 맞아 변화하고 있는 국제 환경에 따라 새롭게 부상하고 있는 에너지안보 개념을 추적한다. 독일의 에너지 공급과 소비 현황에 대한 인식을 기반으로 2005년도 이후부터 본격화된 21세기 독일의 에너지안보 전략의 주요 내용은 독일 연방정부의 공식 문건을 분석하면서 소개한다. 아울러 본 연구는 독일 에너지안보 전략의 내용과 특징이 대외무역과 에너지 해외 의존도 부문에 있어서 독일과 유사한 구조를 띠고 있는 우리에게 주는 시사점이 무엇인가를 밝힌다.
Abstract
The study intends to look into understanding and responding strategy of Germany, a main force of the European Integration toward Energy Security. First of all, it follows through a newly emerging concept of energy security in the wake of 21st century. Based on the understanding of energy supply and consumption in Germany, main features of German Energy Security Strategy, which has been started to develop since 2005 will be introduced by analyzing official documents of the concerned institutions of the German federal government. At the same time, it tries to see what the strategy implies for Korea as it also shares similar structures of heavy dependence on energy supply and trade from overseas with Germany.
