본 연구에서는 독일의 에너지 정책 현황을 고찰하고, 구체적인 정책 설정과 현실적으로 정책을 구현하는 과정을 지속가능한 발전 개념에서 제시하는 경제적 측면, 환경적측면, 사회적 측면의 세 가지 방향에서 접근하고자 하였다. 이를 위해 최근 독일정부가 제시한 제6차 에너지연구 계획의 상세내용을 토대로 에너지 부문 세부 전략을 분석하였다. 경제적인 측면에서는 에너지 생산과 소비의 균형, 에너지 사용의 효율성이라는 관점에서 기술하였다. 환경적인 측면에서는 환경과 경제를종합적으로 고려한 독일의 재생에너지 개발에 대해 중점적으로 논의하였다. 사회적 측면에서는 독일 에너지 정책을 입안하고 시행할 때, 국민적 합의를 토대로 한다는 관점에서 원전 폐기와 재생에너지로의 대체 방안에 대한 독일 국민의 합의를 중심으로 서술하였다. 이런 분석을 토대로 앞으로의 독일 에너지 정책의 방향에 대해, 에너지 효율성을 제고하고, 재생에너지의 경쟁력을 높이려는 노력을 해 나갈 것이라고 전망하였다. 독일 정부의 에너지 정책이 일련의 성과를 거둔 것은 지속가능한 발전이라는 개념을바탕으로 친환경적 목적 경제적 목표, 사회적 요구에 대응하여 일관되게 진전시키면서심화시켜 온 결과라고 할 수 있다.
Abstract
This study examines the current energy policy of Germany, and analyzes its problems in terms of environment, economy, and society as suggested in the concept of sustainable development. In particular, this study reviews the energy environment of Germany, and then analyzes its detailed energy promotion strategy based on the 6th research plan for energy recently suggested by the German government. It aims to provide future prospect and policy implications in the four major areas as follows: 1) strategic concentration of research on New & Renewable Energy, energy efficiency, energy capture/storage, and support for smarter power grid, 2)strengthening research cooperation between central and local governmental agencies, 3)optimalizing technology innovation for energy supply from the international viewpoint, and 4)constructing control tower for energy technology innovation in the currently divided and specialized environment. This study concludes that the success of the energy policy by the German government is mainly because the government has consistently adapted its policy and system to the purpose of the environment friendly development, economic growth, and meeting societal needs.
