탈근대 지구질서와 한반도: 비판이론의 관점에서

기존의 주류 국제정치이론들은 역사적 시각의 결여로 인해 탈냉전 이후 새로운 세계정치경제질서의 도래를 올바로 설명할 수 없었다. 탈근대 세계질서는 경제적인 측면의 후기자본주의와 정치적인 측면의 제국으로 구성되어 있으며, 미국은 변화한 정치경제질서와 새롭게 등장한 초국적 위협에 대응하기 위해 대외전략을 빠르게 탈근대적 형태로 변경해 나가고 있다. 반면, 동아시아 지역은 이러한 전지구적 변화와 달리 여전히 근대적인 세력균형의 정치와 근대화 프로젝트가 작동중인 특수한 공간이다. 그러나 1997년 외환위기와 2002년 북핵위기를 통해 이 지역 또한 이미 보편적인 세계질서 변화의 영향을 받고 있음이 증명되었다. 한편, 한반도의 당면한 현안인 북핵문제와 남북통합의 문제를 해결하기 위해 한국의 지난 두 정권은 신기능주의적 접근법을 정책으로 채택하였고, 이는 기존의 현상유지적 대안에 비해 진일보한 것으로 평가된다. 하지만 자유주의적 대안은 여전히 탈근대적 세계질서의 변화에 근본적인 문제를 제기하지 못함으로써, 자본 주도의 반영구적인 분단체제의 도래와 함께 한국의 안보가 미국의 이중봉쇄 전략에 종속되는 상황을 가져올 수도 있다. 따라서 우리는 주류적인 국제정치이론과 제국 질서 자체를 넘어서는 대안을 모색해 나가야 한다.
Abstract
The mainstream International Relations theories, lacking a historical perspective, were incapable of explaining the coming of new world order properly. Late-capitalism in economic dimension and Empire in political dimension are two main elements of postmodern world order, and America is postmodernizing its foreign strategy to respond to emerging new political economy and transnational threat. In the meantime, East Asia is unique area where modern politics of balance of power and modernization project are still working in contrast to global transformations. However, both foreign exchange crisis in 1997 and North Korean nuclear crisis in 2002 proved that this area was also under the clout of universal change of global system. The last two consecutive South Korean administrations have adopted neo-functionalist approach to resolve pending North Korean nuclear issue and reunification problem, which is evaluated as better policy than past status quo-oriented one. But such a liberalist alternatives could lead us to the semi-permanent division system controlled by capitalists and the subordination of South Korean security to American dual containment strategy. Therefore we should explore ways toward alternative to transcend mainstream International Relations theories and postmodern Empire itself.
