관용은 인정인가? －갈레오티의 관용 이론에 대한 비판적 고찰

이탈리아의 여성 철학자 갈레오티는 자유주의에 기초한 기존의 관용 개념을 비판하면서 ‘인정으로서의 관용’이라는, 관용에 대한 새로운 해석을 제시했다. 그녀는 개인의 자유에 기초해 국가가 개인의 사적 영역에 개입하거나 간섭하지 않는 중립성을 강조하는 자유주의 관용 개념은 개인들 사이의 대립과 충돌에 대해 국가가 무관심으로 일관하는 방치에 지나지 않는다고 비판한다. 그녀는 인정으로서의 관용 개념을 통해 공적인 공간에서 소수파의 정체성을 수용함으로써 그들을 포용해야 한다고 주장한다. 또한 그녀는 이런 인정을 통해 소수파는 공적인 영역에서 수치심을 느낄 필요가 없으며 자신들의 정체성을 당당하게 드러낼 수 있게 된다고 말한다. 더 나아가 갈레오티는 인정으로서의 관용이 공적 비가시성을 가시성으로 전환하는 수준에까지 확장되어야 한다고 주장한다. 인정으로서의 관용은 정부가 다수파든 소수파든 어떤 쪽에도 개입하지 않고 방치하는 것이 아니라 적극적으로 개입해 소수의 가치관을 공적 비가시성의 영역에 내버려 두지 않고 공적 가시성의 영역으로 끌어들일 것을 요구한다는 것이다. 하지만 이런 갈레오티의 주장에 대해 존스는 인정을 매우 강한 의미로 해석하는 그녀의 주장이 관용의 본질을 손상한다고 비판한다. 왜냐하면 우리는 오직 우리가 반대하는 것, 바꾸어 말하면 인정하지 않는 것만을 관용할 수 있기 때문이다. 이런 관점에서 보면 인정은 관용을 규정하는 것이 아니라 오히려 관용의 본질을 흐리는 무의미한 수식에 지나지 않는다. 그리고 국가의 구성원 대다수가 반대하는 행위 방식을 국가가 인정하는 일은 실현이 불가능하다는 점을 지적한다. 하지만 갈레오티가 제시한 인정으로서의 관용은 일종의 이상으로서 우리가 끝없이 추구해야 할 목표를 제시한다고 생각된다.
Abstract
An Italian female philosopher, A. E. Galeotti, criticized the existing concept of toleration based on liberalism and suggested a new interpretation of toleration called 'toleration as recognition'. She criticizes the liberal concept of toleration, which emphasizes the neutrality of the state from interfering or not interfering in the private sphere of individuals based on individual freedom, is nothing more than a consistent neglect of the state with indifference to confrontations and conflicts between individuals. Through the concept of toleration as recognition, she argues, we should embrace minority identities in public spaces. She also says that this recognition allows minorities to show off their identities without feeling ashamed in the public sphere. Furthermore, Galeotti argues that toleration as recognition should be extended to a level that converts public invisibility into visibility. However, against Galeoti's argument, Peter Jones criticizes her argument, which interprets recognition in a very strong sense, undermining the essence of toleration. For we can only tolerate what we oppose, in other words, what we do not recognize. From this point of view, recognition does not define toleration, but rather is a meaningless formula that obscures the essence of toleration. It also points out that it is impossible for the state to recognize a way of behavior that the majority of its members oppose. However, I think that toleration as recognition proposed by Galeotti is an ideal that we should pursue endlessly.
