본 연구는 사회적 자본을 구성하는 3가지 핵심 요소인 신뢰, 네트워크, 호혜성규범이 정치참여에 미치는 영향을 검증하는 가운데 신뢰요인을 기존의 연구처럼 정부신뢰에 한정하지 않고 정당 신뢰를 추가적으로 포함해 분석하였다. 구체적으로는 정당 신뢰를 비롯한 사회적 자본이 제도적·비제도적 정치 참여에 어떠한 영향을 미치는지 살펴보았다. 본 연구가 기존연구와 달리 정당 신뢰에 주목했지만 예상과 다르게 정치참여와의 통계적 상관성은 나타나지 않았으며, 정부신뢰와 제도적·비제도적 참여 간 상관관계를 확인할 수 있었다. 이러한 결과는 유권자들이 대통령중심제에서 제도적 신뢰의 핵심 요소로 정부를 인지하고 정치에 대한 무조건적이고 근본적인 불신으로 정당은 부차적인 정치적 행위자로 인식하기 때문이라고 생각된다. 이처럼 정당 신뢰 변수의 영향력이 미약한 것은 한국적 정치상황을 반영한 것이고 방법론적인 측면에서는 유권자들이 정부에 대해 평가할 때 대통령의 소속정당인 여당을 분리하지 않았을 가능성을 제기할 수 있을 것이다. 마지막으로 본 연구는 사회적 자본의 구성요소인 신뢰, 호혜성의 규범, 네트워크에 대한 개념 정의와 측정 방식을 현대사회의소통 및 참여방식의 변화에 맞게 변형할 필요성을 제기한다.
Abstract
This study aims to conduct an empirical analysis on the relationship between social capital and political participation in Korean society. In particular, we focused on the fact that previous studies did not deal with trust in political parties in discussing social capital, and set out trust in political parties as one of the components of social capital. This study examines how social capital, including party trust, affects institutional and non-institutional political participation. Even though this study paid attention to party trust as one of features of social capital, the significance was not found unlike government trust variable. This result implies that Korean political parties do not have room to play a significant role because of the deep-rooted distrust to the political party as a key political actor. From a methodological perspective, it needs to develop a measure to separate the evaluation of governing parties from the government trust. This study suggests that the concepts and measurements of social capital need to be adjusted to the changing nature of communication and participation in the modern society.
