본 연구는 인구고령화에 따른 국민연금제도의 문제점을 적시하고 이를 해결할 수 있는 대안들을 모색한다. 인구고령화 및 총인구 등의 동태적 변화를 고려하여 구체적인 대안들을 검토하였다. 또한 장기적 소득불평등도에 따라 대안들의 재정적 안정성이 어떻게 달라졌는지도 검토하였다. 연구결과는 다음과 같다. 첫째, 적립적 요소를 더욱 강화하는 것이 장기적으로 재정적 안정성을 증가시킨다. 둘째, 재정적 안정성을 유지하면서 기여금에 관계없이 지급하는 기초연금액을 설정하는 것은 현행 제도와 비슷한 사회적 연대성을 보장할 수 있다. 셋째, 소득불평등의 악화로 인하여 재정문제가 크게 악화되지는 않을 것이며, 장기적으로 소득불평등도가 개선될 것이므로 재정적 안정성에는 긍정적이다. 넷째, 개인계정을 부분적으로 도입하게 되면 개인적 위험선호도를 감안한 투자가 가능하다. 그러나 재정적 안정성에 대한 기여는 연금제도에 따라서 상이하다.
Abstract
This paper pointed out the problems of the current national pension system in the changing environment, especially, aging, and suggested the alternatives for correcting the inherent problems of the system. It documented the following propositions after it considered the effects of aging and income distribution. The first proposition is that the defined contribution is recommended for the stabilization of the financial prospects. The second proposition is that the basic pension can be introduced to have income redistribution effects under the constraint of the financial stability. The third propostion is that because Gini coefficients will be improved, the financial status with the basic pension aspect will not be worsen. The fourth proposition is that the individual account can be introduced to reconcile the individual preference against risk. It concluded that the alternative pension system can improve the financial stability in the aging society without loss of the social solidarity.
