Abstract

This study aims to identify the causes of the rise of the far-right party Chega in Portugal, focusing on socioeconomic factors as well as political factors from the perspective of Meguid’s PSO (Position-Salience-Ownership) theory. Since its establishment in 2019, Chega has quickly become a powerful force in Portuguese politics. The rise of Chega is rooted in strong distrust of mainstream politics and resentment toward elites. Portuguese politics has been dominated for a long time by the mainstream parties, the Socialist Party (PS) and the Social Democratic Party (PSD), which have repeatedly been involved in corruption scandals and political wrongdoing, deepening public distrust. This situation provided the background for Chega to emerge as a “true alternative.” Chega has attracted voters dissatisfied with the existing political structure by raising issues such as anti-immigration, anti-minority rights, and welfare system abuse, which have been relatively neglected in Portuguese politics. This study analyzes Chega’s rise not only through the lens of Portugal’s various socioeconomic issues but also from the perspective of PSO theory. It argues that Chega achieved political success by taking distinct positions on issues such as anti-immigration, anti-elite rhetoric, and welfare abuse, emphasizing these issues continuously, and establishing ownership of them. By actively addressing issues that the existing political structure ignored or avoided, Chega has solidified its position as a niche party in Portuguese politics and expanded its political influence. The rise of Chega has significant implications for Portuguese democracy. Positively, the emergence of Chega has expanded the scope of democratic participation by providing political plurality and alternative voices. However, at the same time, Chega’s populist discourse and anti-establishment strategy carry the risk of deepening social conflicts and hindering the integration of multicultural society.
