Abstract
The contemporary increase of international population movements over the world has raised difficult questions about the political incorporation and poolitical participations of immigrants in immigrant-receiving states. In Japan, one of the major contemporary immigrant-receiving states, the immigrant voting rights has become a major political issue since 1989. This study examines the Japanese politics of immigration, centering on the issue of immigrant voting rights. By examining two different models of post-war Japanese society-Japan as a homogeneous society and Japan as a heterogeneous society-in the relations between Japanese society and foreigners and considering different political right-claims represented by different groups of Korean-Chosun immigrants in Japan, this study constructs the Japanese politics of immigration in the dynamic relations of assimilation, anti-assimilation and counter-assimilation, and provides its political implications in the contemporary politics of immigration in Japan.
