This paper is a study on the 4th emancipates the mind, particularly the change of personal rights since 2007. Hu Jintao said “we must respect and safeguard human rights, and ensure the equal right to participation and development for all members of society in accordance with the law.” at the 17th National Congress, 2007. And he said “expand socialist democracy and better safeguard the people's rights and interests as well as social equity and justice”. He emphasized the political reform and personal rights in China. Emancipates the mind, is ‘the breakthrough’ and ‘the innovation’ unceasing synthesis. Hukou System(戶口制度) and single-child policy(獨生子女制) had a considerable impact on the personal rights in China. The Chinese Hukou System started in 1958. May 27, 2010, the department of national affairs suggested that will enforce the residence permit system(居住證) system over the country. Residence permit system is a process in the registration reform, which will take the place of temporary residence permit(暫住證). I dealt with the change of personal rights in China. That is to say, I dealt with the household register system（戶籍制度), residence permit family planning policies(計劃生育政策), unregistered household(黑戶) and off-the-book baby(黑孩子).
