시진핑 시대 호구제도 개혁 분석

Abstract

This paper analyzes the issues of household registration reform in the Xi Jinping era. Since the foundation of the nation, Chinese household registration system had continued without big changes. But the huge scale urban inflow of peasant workers due to the transformation of the growth strategy made the gradual changes of the household registration system in the reform era. And with the increase of local government autonomy(from the central government) and the deepening of marketization reform after the mid-1990s, the household registration reform began to accelerate. In particular, in the process of response to the domestic and foreign challenges in the Xi Jinping era, Chinese government tries to enforce the new household registration reform which has some differences from the precedents. This reform is characterized by: the institutional changes for the switch of the existing growth strategy which is composed of the gap among locals, classes, urban-rural; the making of the customized household registration system for the local governments; the necessary elements of the new type urbanization strategy for the stable growth in the fluctuation of the global capitalism.
