이 논문은 지방선거에 매니페스토가 도입된 후 두 번째로 치르는 2010년 6･2지방선거에서의 매니페스토 평가사례를 분석하고 매니페스토 평가와 선거결과 간의 관계를 고찰하는 데에 목적이 있다. 매니페스토 평가는 유권자에게 후보자 선택의 기준을 제시한다는 점에서, 나아가 당선 후 이루어질 이행평가의 전제가 된다는 점에서 매우 중요한 의미를 지닌다. 따라서 본고에서는 한국정치학회 매니페스토연구회에서 실시한 6･2지방선거 매니페스토 평가과정과 결과를 분석하고 향후 매니페스토 이행평가와 대통령선거 및 총선을 앞두고 매니페스토 정책선거의 활성화를 위한 과제를 도출하고자 한다. 후보자들의 공약평가 결과 효율성, 실현 가능성은 상대적으로 낮은 반면, 합치성은 높은것으로 나타나고 있으며, 현역에 있는 후보들의 평가가 다른 후보들에 비해 높게 나타난다는 점을 발견할 수 있다. 정당별로 나누어 한나라당과 민주당 후보 간 공약 평가결과를 살펴보면 실현가능성, 효율성, 비전에 있어서는 한나라당 후보들의 평가가 앞서지만 합치성측면에서는 민주당 후보들의 평가가 앞서는 것으로 나타난다. 2010 지방선거는 정당간 매니페스토 아젠다가 성장과 복지로 양분되는 양상을 보여주었다. 그동안 한국의 선거에서 지역, 인물, 현직평가 등 다양한 요소가 작용하였지만, 이처럼 정책을 둘러싼 팽팽한 대립을 보인 경우는 많지 않았다고 볼 수 있다. 이와 같이 지방선거에서 매니페스토가 정당간의 차이를 뚜렷하게 보이는 것은 당초 매니페스토 도입 당시의 취지가 정책중심의 선거, 정당중심의 책임정치 구현이었다는 점을 고려한다면, 매니페스토가 바람직한 방향으로 발전하고 있다는 점을 보여준다고 할 것이다.
Abstract
The study aims at introducing examples of election manifesto evaluation and examining the relation between the manifesto evaluation and electoral results in the 2010 Local Election. Manifesto evaluation has taken on importance because it provides an object standard in choosing a competent candidate and becomes the premise of fulfillment evaluation on campaign pledges after a candidate gets elected. Thus, we considered carefully the processes and the results of Manifesto evaluation done by the Manifesto Study Group in the Korean Political Science Association. Likewise, we tried to draw tasks required to vitalize policy-oriented election prior to the 2012 general election and the 2012presidential election. Results of evaluation on candidates’ election pledges showed that in general feasibility and efficiency were comparatively low while their congruency was high. Also, results exhibited that evaluation on incumbents’ campaign pledges was much higher than challengers’. Comparing GNP candidates with DP candidates, we found that GNP candidates were better in terms of feasibility,efficiency, and vision; however, DP candidates were better in congruency. In the 2010 local election, the government party was likely to focus on economic growth; on the other hand, the main opposition party was likely to place emphasis on social welfare. Before the 2010 local election, region, political figures, and evaluation on incumbents had played a significant role in voting behavior. But, in the 2010 local election, tensions between political parties to have advantage over policy agenda setting had been mounted. The fact that Manifestos between the parties were clearly distinguished is encouraged because the Manifesto Movement, adopted with the purpose of realizing policy-oriented election and responsible party politics, is developed in the desirable direction.
