한국에서 매니페스토 운동은 매니페스토를 중심으로 한 정책선거를 통해 한국의 정치개혁을 담보해 내겠다는 것을 주된 목적으로 표방하고 있다. 그러나 매니페스토를 실제로 한국정치에 적용하는 것은 많은 문제에 봉착할 가능성이 있다. 이 연구는 한국에서 매니페스토를 통한 정치개혁을 이루는데 어떠한 문제점들이 있는지 매니페스토를 중심으로 한 정책선거단계와 정책실현단계로 구분하여 진단해보는 것을 주된 목적으로 한다. 정책선거단계에서 발생할 수 있는 가장 심각한 문제는 유권자나 후보자 모두 매니페스토를 중심으로 한 정책선거를 실현하겠다는 인센티브가 낮다는 점을 들 수 있다. 한편 정책실현단계에서는 매니페스토 제도와 대통령제 간의 양립불가능성이 가장 중요한 문제로 대두될 수 있다. 즉 삼권분립의 원칙에 입각한 대통령제 하에서 국회의 존재는 대통령의 매니페스토를 구현하기 어렵게 만드는 주요한 요인이 된다는 것이다. 이 연구는 비록 잠정적이기는 하지만 한국에서 매니페스토를 통한 정책선거를 촉진시킬 수 있는 법적․제도적 개선책들로는 어떤 것들이 있는지 아울러 논하고 있다.
Abstract
The supporters for the manifesto movement in Korea have argued that meaningful political reforms can be achieved only if we succeed in transforming the Korean elections into policy-driven ones. Traditionally, the outcomes of Korean elections have been determined largely by regionalism, which has diluted the importance of the policy issues among candidates and voters alike. In this situation, politicians in power were rarely punished for their reneging on campaign promises. But once the parties provide the electorates with manifestos and run their campaigns on them, the argument goes, the power-conflicting partisan dimension, which has determined the Korean political context for a long time, would transform to a policy-oriented one. And the change in the dimension is expected to have a significant impact on politicians to be more responsible for those who they are supposed to represent. But there exist many possible obstacles to frustrate the movement's cause. The purpose of this study is to identify the possible obstacles and, in so doing, to analyze why the movement's argument does not seem to hold much water. This study identifies, among many others, two factors which inflict the most serious damage to the cause. First, electorates and politicians alike do not seem to have an incentive to engage in policy-driven elections. Second, there exists incompatibility between presidentialism and manifesto.
