문화예술교육사 자격제도와 실용음악교육 현장의 괴리 분석: 문헌연구를 통한 정책적‧제도적‧실무적 접근

본 연구는 2013년부터 시행된 문화예술교육사 자격제도와 급변하는 실용음악교육 현장 간의 괴리 현상을정책적, 제도적, 실무적 측면에서 다각도로 분석하는 것을 목적으로 한다. 문화예술교육사 제도는 문화예술교육의 전문성을 높이고 예술 전공자들의 일자리를 안정화하기 위해 도입되었으나, 현장에서는 예술강사 제도와의 혼선, 인력 과잉, 예산 부족 등의 운영상 문제점이 지속적으로 제기되어 왔다. 특히 실용음악교육 분야는K-POP 산업의 성장과 더불어 양적인 발전을 이루었음에도 불구하고, 교육과정의 현장 부합성 미흡, 낮은 취업 연계성 등으로 인해 실용음악 전공자들의 취업 활로가 여전히 학원 강사나 개인 레슨에 머무르는 한계를보인다. 이러한 괴리 현상은 문화예술교육사 자격제도의 경직된 분류체계와 실용음악 현장의 특수성 미반영에서 비롯되며, 제도의 실효성 저하와 실용음악교육의 전문성 강화에 걸림돌로 작용한다. 본 연구는 문헌 연구를통해 이 괴리의 원인을 심층적으로 분석하고, 이를 해소하기 위한 정책적‧제도적‧실무적 개선 방안을 모색하여문화예술교육사 제도의 발전과 실용음악교육 현장의 전문성 및 취업 연계성 강화에 기여하고자 한다. 본 연구는 연구 방법에 있어 국내외 학술 데이터베이스(RISS, DBpia, KISS, Google Scholar 등)를 활용하여 자료를 취합하였으며 수집된 문헌 중 학위 논문, 학술 논문의 내용으로 제한하여 주요하게 다뤘으며, 기존 문헌의한계점이나 본 연구가 보완하고자 하는 지점을 제시하여 연구하였다. 제시된 괴리 현상(정책적 불명확성, 제도적 경직성, 실무적 한계)을 개선 방안(자격 체계의 유연성 확보, 연수 프로그램 질적 향상, 산학 연계 활성화등)을 통해 제언하고자 한다.
Abstract
This study aims to comprehensively analyze the disparity between the Culture and Arts Education Professional Certification System, implemented since 2013, and the rapidly changing practical music education field from poli cy, institutional, and practical perspectives. The Culture and Arts Education Professional Certification System was introduced to enhance the professionalism of culture and arts education and stabilize employment for arts majors. However, persistent operational issues, such as confusion with the Arts Instructor System, an oversupply of person nel, and budget shortages, have continuously been raised in the field. Particularly in practical music education, despite achieving significant quantitative development alongside the growth of the K-POP industry, practical music majors still face limited career paths, often confined to academy instructors or private lessons, due to a lack of curriculum relevance to the industry and low employment connectivity. This disparity stems from the rigid classi fication system of the Culture and Arts Education Professional Certification System and its failure to reflect the unique characteristics of the practical music field. It consequently acts as an impediment to both improving the system's effectiveness and strengthening the professionalism of practical music education. Through a literature re view, this study deeply analyzes the causes of this disparity and seeks to identify policy, institutional, and practical improvement measures to resolve it. Ultimately, it aims to contribute to the advancement of the Culture and Arts Education Professional Certification System and the enhancement of professionalism and employment connectivity in the practical music education field. This study collected data by utilizing various domestic and international academic databases (e.g., RISS, DBpia, KISS, Google Scholar). The primary focus was on the content of mas ter's/doctoral theses and academic journal articles among the collected literature. The research was conducted by identifying the limitations of existing literature and proposing specific points that this study aims to complement. We propose improvement measures, such as securing flexibility in the qualification system, enhancing the quality of training programs, and vitalizing industry-academia cooperation, to address the identified discrepancies, includ ing policy ambiguity, institutional rigidity, and practical limitations.
