Abstract

Cultural heritage Care(DOLBOM) began in 2010 by the National Heritage Administration to prevent major damage through 'constant management' of national heritage and to create a pleasant viewing environment. Although the basis of the cultural heritage care policy has the meaning of 'care', there has been no discussion on the background of the introduction to cultural heritage and whether the concept is suitable for the constant prevention and preservation of cultural heritage. Therefore, this article briefly examines the meaning of "care" and whether it is valid for its introduction to cultural heritage, and classifies cultural heritage care activities based on the "Korean Principles for the Preservation of Cultural Heritage Values" into preservation processes and preservation measures, and studies how efforts were made to preserve values. In addition, although both "care" and "preservation" have something in common to protect and protect something, it was suggested that the name should be changed in the future because there are differences in the object, purpose, and approach. It was divided into monitoring as a preservation process and daily management and minor repair as a preservation measure. Monitoring is divided into regular monitoring, emergency monitoring, and professional monitoring, among which professional monitoring records scientific analysis by equipment and damage, transformation, and techniques of cultural heritage. In other words, this is an evaluation of the importance of the preservation process of Korean principles for value preservation, and it contributes to the preservation of the value of cultural heritage by leaving records on the techniques, materials, and layers of cultural heritage. In addition, minor repairs, a preservation measure to prevent damage, contribute to maintaining the authenticity and integrity of cultural heritage through minimum intervention and careful approach. Cultural heritage care plays the following roles. First, it plays a preventive and conservative role by analyzing the causes of changes and damages that have occurred in cultural heritage and performing rapid minor repairs. Second, it serves as a platform for the government and industry. In other words, it is connected to the industry through “Cultural Heritage Partnership and Sharing”, which shares the current status of minor and major repairs of each basic local government and target cultural heritage, and prioritizes and proposes repairs along with the expected budget. Third, it plays a role in helping owners and managers comply with Article 33 of the Cultural Heritage Act. Fourth, it is playing a role in reducing civil complaints and increasing reliability to the National Heritage Administration and local governments. The future direction of cultural heritage care should be qualitative and quantitative growth. First, qualitative growth must be achieved. In other words, cultural heritage care should be specialized to predict the timing of repair of cultural heritage subject to management and to suggest preventive conservative alternatives. Second, quantitative growth must be achieved. Quantitative growth does not mean such growth by increasing cultural heritage care centers across the country. In other words, the area on the border between minor and major repairs is included in cultural heritage care, and the other is to immediately control termite individuals when they are discovered by termite monitoring. At the same time, the name of the project should be changed. In other words, it should be changed to "preventive preservation of cultural heritage" because it is carrying out a preventive and conservative area beyond the "care" stage of cultural heritage. Furthermore, it is necessary to create a synergy effect in the preservation and management of cultural heritage by establishing a preventive preservation department in the National Heritage Administration.
