이 연구에서는 군 단위 자료를 활용하여 농지개혁과 중학교 취학률 사이의 관계에 대한 실증분석을 실시하여, 농지개혁이 한국의 인적자본 축적에 기여했는가에 대해서 검토한다. 분석 결과, 농지개혁 과정에서 자작지 비율이 더 상승한 지역일수록 중학교 취학률이 더 많이상승한 것으로 나타나는데, 이는 농지개혁이 인적자본 축적에 긍정적인 영향을 미쳤을 것임을시사한다. 또 농지개혁 이후 자작지 비율 변화가 큰 지역일수록 여성의 중학교 취학률이 상승한 것으로 나타났는데, 이는 농지개혁으로 인한 농가의 소득 증대 및 안정화가 학교 교육에서소외되어 있던 여성에게 더 많은 교육 기회가 제공되는 배경이 되었음을 시사한다. 이러한 분석 결과는 그동안 선행연구들에서 농지개혁과 학교 교육 확대의 시점이 맞물린다는 정황적 근거를 토대로 제기되어 온, 농지개혁이 인적자본 축적에 기여하였다는 주장을 군 단위 자료를 활용하여 실증적으로 확인했다는 점에서 의의를 지닌다. 또한 농지개혁이 여성의 인적자본 축적을 촉진하는 데에 기여했음을 확인했다는 점에서도 의미를 지닌다. 한국의 농지개혁은 해방 이후 경제발전 과정과 관련하여 매우 중요한 사건임에 틀림없다. 그럼에도 자료적 제약 탓에 실증적 차원에서는 농지개혁이 갖는 경제적 의미가 충분한 구명되지 못했다. 다행히 최근 들어 이에 대해 실증적으로 접근하려는 여러 노력이 이루어지고 있는데, 향후 이러한 노력이 지속되고, 새로운 자료 발굴이 이루어져 농지개혁이 갖는 경제사적 의의가 더 분명히 드러나게 되기를 기대해 본다.
Abstract
This study examines whether land reform contributed to human capital accumulation in Korea by conducting an empirical analysis of the relationship between land reform and middle school enrollment rates using county-level data. The results show that the middle school enrollment rate increased more in regions where the proportion of landholdings increased more during the land reform, suggesting that the land reform may have had a positive impact on human capital accumulation. We also find that the female middle school enrollment rate increased in regions with a larger change in the proportion of landholdings after the land reform, suggesting that the increase and stabilization of farm incomes due to the land reform provided more educational opportunities for women who were previously excluded from schooling. This study is significant in that it empirically confirms the claim that land reforms contributed to human capital accumulation, which has been made based on circumstantial evidence, using county-level data. It is also significant in that it confirms that land reform contributed to women's human capital accumulation. The land reform in Korea is undoubtedly a very important event in the Korean economic development process, but its economic significance has not been fully explored at the empirical level due to data constraints. Fortunately, in recent years, there have been several efforts to approach this issue empirically. It is hoped that these efforts will be continued and new data will be discovered to further clarify the economic significance of the land reform.
