토지조사사업과 농지개혁은 한국근대사에서 주요한 토지제도의 변화였는데, 두 제도 모두 소농경영에 생산적 기초를 두고 있었다. 본 연구는 이 두 제도 변화가 농업생산성에 미친 영향을 요소투입, 기술선택, 인센티브 등의 차원으로 나누어 살펴본 것이다. 첫째, ‘사업’을 통해 자본유입에 유리한 조건은 형성되었지만, 노동투입에는 소작인의 도덕적 해이가 존재하였다. ‘개혁’은 노동투입에 유리한 조건을 형성하였지만, 자본유입에는 불리하였다. 둘째, 식민지지주제와 자작농체제라는 소유구조에 있어서의 차이에도 불구하고 영세소농경영에 기초하고 있다는 점에서 기술선택에 있어서는 큰 차이를 보이고 있지 않았다고 볼 수 있다. 셋째, 인센티브구조의 측면에서 평등한 소유구조가 토지생산성 증대에 보다 순기능을 할 수 있기 때문에 ‘개혁’이 토지생산성 증대를 위한 인센티브구조 수립에는 더 긍정적이었다. 반면 식민지지주제는 이런 점에서는 불리했지만, 유리한 시장여건에 대한 인센티브를 지닌 동태적 재촌지주들의 경영요소 투입이 이러한 불리한 조건을 완화 내지 역전시킬 수 있었다고 볼 수 있다.
Abstract
In modern Korea, although there are two major land system changes, Land Survey(1912－1918, LS) and Land Reform(1950－1969, LR), the basic producing system based on small peasant economy continued. This study shows that the change of land productivity by these two policies was affected by the change of input pattern, technology selection, and incentive structure. First, after LS, the condition for capital input increase was improved, but there was moral hazard in the labor process of tenants. After LR, the condition for labor input increase was improved, but the system obstructed capital input increased. Second, although the ownership systems constructed by these policies were different each other, the direction of technology selection was same because the two systems were based on small peasant economy. Finally, LR formed positive incentives for the increase of land productivity because more even land distribution structure was created by LR.
