농지개혁은 제2차 세계대전 이후 전 세계적으로 널리 확산되었다. 그러나 한국, 타이완 등 일부 국가를 제외하고는 대부분 개도국에서의 농지개혁은 실패로 끝났다. 그 결과 농지개혁은 1970년부터 한 세대에 걸쳐 잊혀졌다. 그러다 최근 농지개혁은 개도국 및 국제기구에 의해 새롭게 주목 받고 있다. 그 중에서도 한국의 농지개혁은 대표적 성공 사례로 많은 관심의 대상이 되고 있다. 본고는 한국의 농지개혁을 농업생산의 관점에서 재조명하였다. 농지개혁과 농업생산 관련 기존 문헌연구 및 실증분석 결과를 토대로 기존 연구의 미비점을 보완하는 차원에서 농지개혁과 농업생산의 실증분석을 시도하였다. 본문의 구성은 다음과 같다. 우선 한국의 농지개혁이 어떻게 이루어졌는지 파악하기 위해 우선 농지개혁의 입법과정 및 집행과정을 고찰하였다. 이어서 농지개혁과 농업생산의 관계를 이론적, 역사적 관점에서 살펴보았다. 그리고 농지개혁과 농업생산의 관계를 실증분석하였다. 마지막으로는 한국의 농지개혁이 개도국 등에 주는 시사점을 정리하였다.
Abstract
Land reform, which became widespread all over the world shortly after World War II, lost steam rapidly after the 1970s. Then, since the 21st century began, land reform forgotten for a generation has received attention again. Above all, this is because it has been a widely recognized perception that land reform should be required in order to solve poverty. Korea’s land reform was promoted as part of the U.S.’s anticommunism strategy for the occupying countries after World War II. This paper is comprised of background, development, evaluation and implications of land reform in Korea. In the development process of land reform, the legislation and enforcement process of the Land Reform Act are covered. The results of land reform are examined from an economic perspective in terms of agricultural production. Based on precedent studies on land reform, a quantitative analysis on the effects of land reform on agricultural production is conducted. Finally, lessons learned from experiences of Korea’s land reform are examined.
