한국 농지개혁의 파급효과: 농민생활을 중심으로

한국의 농지개혁은 단기간에 소작제도가 철폐되었다는 점에서 매우 성공적인 사례로 인정받는다. 본고는 한국의 농지개혁의 효과를 경제 및 사회적 측면에서 살펴보았다. 우선 경제적 관점에서는 농지개혁이 소득재분배 및 산업자본 형성에 어떤 영향을 미쳤는지 문헌 및 당시 자료를 통해 고찰하였다. 농지개혁은 지주계급의 몰락을 초래할 정도로 지주에게 엄청난 피해를 주었다. 반면, 농지개혁의 주된 목표의 하나이었던 지주 토지자본의 산업자본화는 성공적이지 못하였다. 그렇지만 농지개혁은 지가증권을 갖고 귀속재산을 불하받을 수 있도록 함으로써 일부 자본가 계급의 산업자본 형성에 기여한 것으로 나타났다. 농지개혁이 사회적 측면에서 미친 효과를 농민의 생활수준을 중심으로 고찰하였다. 농지개혁은 한국전쟁과 맞물려 전쟁의 부담을 직접 감당해야 했던 농민에게 엄청난 피해를 주었으며, 미군의 잉여농산물 도입 역시 농민생활에 큰타격을 주었다. 한편, 농지개혁과 농민생활 수준 관련 실증 분석 결과 소작률은 농민생활에 큰 영향을 미친 것으로 나타났다. 반면 조세부담과 잉여 농산물 도입은 도입 시점에만 영향을 미쳤을 뿐 지속적인 효과를 보이지는 않은 것으로 나타났다.
Abstract
Korea’s land reform was promoted as part of the U.S.’s anticommunism strategy for the occupying countries after World War II. After the liberation from Japanese colonial rule, Korea was an agricultural society where tenant-farming households accounted for 86% of the total farm households. It is certainly required to convert landlord oriented land ownership into independent farmer oriented land ownership. Land reform’s impact was not limited to the agricultural sector since land reform had a decisive effect on Korea’s industrialization by promoting human capital development. On one hand, results of land reform are examined from an economic perspective such as income distribution, industrialization, human capital development. On the other hand, abolition of the landlord system and farmer’s standard of living are examined from a social perspective. Based on existing studies on land reform, a quantitative analysis on the effects of land reform on human capital, and farmer’s standard of living is conducted.
