시민사회의 확장을 통한 정치적 후견주의의 제어: 민주적 공고화 맥락에서의 한국 공영방송 거버넌스 개혁

한국 공영방송의 정당성 위기는 거버넌스의 구조와 실행에 정치적 후견주의가 깊 이 침윤되어 있는 조건에 기인한다. 공영방송의 구조적 위기를 초래하는 다양한 외생변수 가운데 특히 문제가 되는 정치적 도구화 의지 자체를 제어할 수 없다면, 그것의 매개변수를 이루는 정치적 후견주의의 작동 가능성을 제도적으로 차단하 는 게 중요하다. 이를 위해 이 논문은 세계 각국의 미디어 시스템과 공영방송 거 버넌스의 사회정치적 좌표 공간을 구성하고, 그에 견주어 한국의 현실을 상대화 한다. 나아가 공영방송의 사회적 기능과 거버넌스 구조가 민주적 공고화 과정과 밀접한 연계성이 있음을 확인하면서, 시민사회에 대한 개방성과 결합력을 제고하 는 제도적 설계가 필요하다고 주장한다. 정치적 후견주의의 현실을 인정하고 되 도록 그것의 부정성을 완화시키고자 하는 온건 개혁 방안과 정치적 후견주의의 근절 없이 공영방송의 정당성 위기는 극복될 수 없다고 보는 급진 개혁 방안 가운 데, 이 연구는 좀 더 전향적이고 근원적인 개혁 필요성에 더 무게를 둔다. 시민사 회의 잠재적 요구와 역량을 제반 사회 시스템의 내부로 끌어들여 실제화하는 방 향으로의 민주적 기획이 아니고서는, 한국 공영방송의 구조적 위기는 물론, 정치 및 사회 시스템 전반의 작동 불능성이 가속화될 것이라 판단하는 까닭이다. 따라 서 이 연구는, 한국사회의 민주적 공고화 압력에 부응하는 다중의 미디어로서 공 공서비스 기능을 구체화하고 이를 바탕으로 시민사회의 확장을 촉진하는 것이 정치적 후견주의의 근절을 통한 공영방송 재정당화의 필수적 기초가 된다고 결론 짓는다.
Abstract
The deepening legitimacy crisis of Korean public service broadcasting is attributed to the political clientelism pervading through the structure and practices of PSB governance. If it is not viable to rein the political will to instrumentalize PSB, amongst a complex of exogenous variables causing PSB’s structural crisis at this stage, it is crucial to find an institutional solution to block the operating basis of political clientelism as a intermediating variable of the crisis. To this end, this paper tries to define the socio-political coordinates of the media systems and PSB governance of relevant countries, in comparison to which it attempts to relativize the cases of South Korea. This paper also observes that the PSBs’ social functions and the structures of governance to realize them are closely related to the specificity of democratic consolidation process of the countries under examination, claiming that the PSB governance in South Korea needs to be institutionally designed to strengthen affiliation with and openness to civil society in the direction of further consolidating South Korean democracy. Based on this observation and argumentation, this paper recommends to choose a radical option of re-legitimizing South Korean PSB by turning over the institutional breeding ground of political clientelism than a moderate option of domesticating it into governance.
