지방자치단체에서 정보보호에 관심은 공공기관 가운데 일반국민들과 가장 밀착 관계에 있다는 점에서 더욱 강조될 필요가 있다. 그러나 최근 정보보안에 대한 관심이 증대하고 있음에도 불구하고 지금까지 지자체에서의 정보보호활동은 국가차원에서의 정보보호의 일환으로 간주되어 왔기 때문에 지자체 중심의 정보보호 역량은 매우 미비하여, 전반적으로 정보보안에 대한 지자체의 수준은 높지 않은 것으로 나타났다. 본 연구에서는 지자체에서의 정보보호 역량강화를 위하여 현재 지자체의 정보보호 현황을 기술적, 법제도적, 그리고 조직관리적 측면에서 통계자료 및 기타 참고자료를 통해 정보보호가 어떻게 이루어지고 있는지 를 분석하였다. 연구결과 지금까지 정보화사업 중에서도 정보보호 분야는 우선적 고려대상이 되지 못하였으며, 이를 위한 체계적인 관리노력이 부족한 것으로 나타났다.
Abstract
The necessity of information protection in local governments has been emphasized. Regardless of the importance of information protection in public agencies, however, the activities concerned with information protection has been regarded as the major mission of central government. The local governments themselves have never tried to establish the capacity to protect the public information which they have had. The analytical results indicate that the level of information security in local governments is relatively low in general. This study analyze the current situations of their capacities to protect public information in detail. Other results and useful suggestions for promoting information protection in local governments are also presented.
