한국 여성공무원의 여성대표적 역할 인식에 관한 탐색적 연구

초록

대표관료제 이론은 많은 국내외 학자들의 공감을 얻고 있지만, 그 타당성에 관한 논란이 끊이지 않고 있다. 이러한 논란은 근래 들어 여성공무원들의 공직진출과 공직 내 위상이 크게 확대되고 개선된 한국 현실에서 큰 관심사가 아닐 수 있다. 본 논문에서는 그 동안 수적으로 증대된 한국 여성공무원들이 대표관료제 이론이 제시하듯이 정책과정에서 한국 여성을 실제로 대표하는 역할을 수행할 것인지의 개연성을 경험적으로 연구하였다. 실증조사는 중앙부처 소속 여성공무원 158명을 대상으로 그들이 대표관료제 이론에 부합되는 여성대표적 역할 인식을 지녔는지 등을 설문조사하는 방식으로 이루어졌다. 조사결과는 여성공무원의 증대가 장기적으로 그리고 합리적 범위 내에서 여성의 정치적?정책적 대표성을 증진시키는 결과를 가져올 수 있음을 시사한다.

Abstract

Though many scholars sympathize with the theory of representative bureaucracy, validity of the theory is still in dispute. The dispute could be a major concern to korean society where both the number and the status of women in government are rapidly increasing. This study examines the possibility that the women in Korean government actually play the representative role in the policy process as suggested in the theory. A survey was conducted to 158 women working for the central government. The results of analysis imply that the increasing number of women in government could improve political and policy representativeness of women in Korean society.
