본 연구는 국가의제에서 여성에 대한 관심은 큰 것에 비하여 이론적 논의가 부족했다는 인식하에 그 동안 학문적 토대가 되었던 정책학, 행정학, 정치학, 사회학의 다학문적 논의의 틀을 빌어 정책결정직 여성대표성의 필요성을 이론화하고 그에 대한 적용의 실제 사례로 관리직 여성공무원 증진 정책사례를 연구단위로 하여 전 세계적으로 정책이 추진되어 가는 과정을 살펴 볼 수 있도록 하였다. 여성대표성의 이론적 구성은 여성의 가치실현과 남녀 평등한 사회구조라는 두 개의 기둥을 이론적 틀로 살펴보고 있으며, 외국사례를 통한 정책실제는 유엔, 영국, 미국, 일본을 살펴보고 있다.
Abstract
Stimulated by criticism that despite increasing significance about women’s issue in governmental agendas, there has been a little effort to articulate it to theory, this study attempted to theorize the importance of representativeness of women in decision－making positions and employed multidisciplinary framework of political science, sociology, public administration, and policy studies for this. Besides, this study also investigated overall policy implementing procedure in other countries by introducing good policy cases that promote the development of administrative female government officials. In terms of theoretical articulation on women’s representativeness, this study employed gender－equal social structure and the realization of women’s value as two major theoretical frameworks and introduced the practical cases in the United Nations, Great Britain, United States of America, and Japan.
