정책문제 구조화를 통한 문제정의에 관한 연구 : 한국문화예술위원회 설립과정을 중심으로

본 연구의 목적은 복잡한 정책문제들로 다루기 힘든 정책논쟁에 직면해 있는 정책결정가가 어떠한조건하에서 이들 문제들에 성공적으로 대처할 수 있는지 살펴보는 것이다. 이를 위해 본 연구는2005년 8월에 설립된 한국문화예술위원회를 중심으로 위원회 설립 전후에 나타난 구조화된정책문제의 비교를 통해 정부의 정책처방을 평가하였다. 먼저 위원회 설립 전에 이해관계자별정책문제를 비교한 결과 예술계, 전문가 및 언론계, 정치권 등에서는 예술의 수월성, 문화민주주의등 문화예술지원정책의 가치 갈등에 문제의 본질이 있다고 바라본 반면 정부는 문제의 본질이문예진흥원 체제에 있다고 진단함으로써 문제정의에 차이를 보여주었다. 이러한 차이가 위원회 설립이후에 실제로 어떠한 정책문제로 나타났는지 분석한 결과 본질적 가치문제는 소멸되지 않고 그대로유지되거나 새로운 문제로 나타났으며, 위원회 체제라는 정책수립 기능의 문제도 본질적 가치문제로인해 새로운 문제가 발생하거나 오히려 기존의 문제가 심화됨을 알 수 있었다.
Abstract
The purpose of this paper is to analyze how and under what conditions policy maker can successfully manage ill-structured policy problems to solve. To get the answer this study evaluated policy change of culture and arts support system focused on organization reform www.kipa.re.kr 405in 2005 during Roh administration by comparing stakeholders’ problem structuring. This paper consists of (1) what kinds of culture and arts policy problems existed? What kinds of thoughts did stakeholders who were interwoven with culture and arts policy have related to these problems? (2) Did government have an exact definition of what the nature of policy problem really was? (3) What was the result of policy change? Did problems be solved? The finding revealed that government diagnosed the nature of policy problem as organization system, while other stakeholders addressed value conflict related to the criteria of fund support as a fundamental problem. As a result, after instituting Arts Council Korea, most of existing policy problems remained without improvement or more complicated, furthermore new problems occurred. To transform ill-structured problems to well-structured ones, policy maker needs to make a right problem definition to avoid addressing wrong problem and pay more attention to value consensus built among stakeholders through mutual understanding.
