성과관리형 자활사업의 연계성 제고방안 고찰: 희망리본사업과 취업성공패키지의 경우를 중심으로

본 연구의 목적은 대표적인 성과관리형 자활사업인 희망리본사업과 취업성공패키지 간의 연계성현황을 분석하고, 만약 연계가 제대로 되지 못하고 있다면 그 이유는 무엇인지를 탐색하며, 이를토대로 두 사업 간의 연계성을 제고할 수 있는 방안을 제언하려는 것이다. 이를 위해서 우선은 연계성의개념, 차원, 필요성 등에 관한 이론적 논의를 행하였다. 이어서 성과관리형 자활사업으로서의 희망리본사업과 취업성공패키지의 사업대상자, 사업시행단계, 사업수행방식, 사업성과 등에 대한 현황을탐색하였다. 다음에는 두 사업이 실제로 시행되는 제반 단계에서의 연계성 현황을 분석하며, 연계가제대로 되지 않는다면 그 원인이 무엇인지를 고찰하였다. 마지막으로는 전술한 실증분석을 토대로,두 사업의 연계성 제고방안들을 원스톱 행정체계 구축, 지역단위의 컨트롤타워 설치 및협의/조정기구 내실화, 성과평가체계의 구축, 통합사례관리 방안 모색, 담당기관들 간 인적교류 확대,업무수행방식 재설계 등을 중심으로 구체적으로 제시하였다.
Abstract
The purpose of this article is to examine the current situation of the linkage system betweenthe two representative performance-based workfare programs, the Hope Re-born Project andthe Employment Sucess Package, to explore the factors that hinder the linkage system, andto suggest the solutions to strengthen the linkage between the two programs. For the aim,this article conducts theoretical debate on the definition, dimension and necessity of the linkagesystem, and then narrates the policy recipients, implementation stages, methods andperformances of the two programs. The next chapter delves into the contemporary situationof the linkage system between the two programs in each stage of program implementation,and illuminates the reasons why the two programs fail to formulate the strong linkage system. In succession, this article suggests the following solutions to promote the linkage system betweenthe two programs: establishing the one-stop administrative system, constructing local controltower, strengthening the internal substantiality of consultation and coordination, establishingthe performance management system, integrating case management, enlarging personnelexchange between competent institutions, and restructuring the methods of work processing.
