초록

본 논문은 공공연구조직의 성과에 영향을 미치는 자원의 영향력을 탐색하는 것을 목적으로 한다. 이를 위해 자원기반이론(resource-based view)에 근거하여 조직의 자원과 성과의 관계에 대한 가설을설정하고, 우리나라 경제･인문사회분야 정부출연연구기관의 성과평가 데이터를 패널회귀모형을사용하여 실증적으로 분석하였다. 분석결과, 연구조직의 성과에 미치는 자원의 영향력을 통계적으로검증하였다. 구체적으로 국책연구기관들의 연구성과 및 경영성과에는 인적, 물적 및 리더십 요인과같은 여러 유형의 자원들이 영향요인으로 작용하였으며 영향력의 정도 역시 차이를 보였다. 이는향후 공공연구조직의 성과 제고를 위해서는 보다 효과적인 유형의 자원에 대한 선택과 집중이필요함을 시사한다.

Abstract

This article aims to explore the impact of resources on organizational performance in publicresearch institutes. Based on the resource-based view, the article analyses performance evaluationdata for the 23 government-funded policy research institutes in Korea. Results show that financialresources, human resources and leadership are likely to affect the research and managerialperformance of the research institutes. The article implies the need for management of variousresources in order to improve the performance of public research institutes.
