Abstract

The purpose of this study is to find out the differences in organizational commitment between members of public and private organizations, and to investigate how merit pay system affect this relationship. Employing the random effect model, the paper analyzed survey data of 1,183 workers nationwide to figure out the public-private differences in the relationship between organizational satisfaction and organizational commitment, with particular focus on the moderating effect of merit pay system. Findings are that workers in public organizations have higher organizational commitment, and that the merit pay system strengthens the relationship between organizational satisfaction and organizational commitment. However, organizational commitment in public organizations is found to be lower than in private organizations when merit pay system is implemented. The results imply that management practices in private sector such as merit pay system have limitations in applying to public sector, and thus requires more careful consideration in implementing them in public organizations.
