Abstract

This research attempts to analyze if the tax increase in social welfare is a possible solution to high financial stress in Korea. The paper constructs two analytic models such as Government Budget Increase Model and Government Welfare Program Expansion Model. Various Variables of household condition factors, individual psychological factors, and policy evaluation factors are empirically tested if they have some effects on the welfare tax increase. Decomposition analysis technique and 2 stage treatment effects regression technique are employed to analyze the perceptions of welfare tax increase. The findings from this study are that household condition factors have strong effects on the tax increase on Government Welfare Program Expansion, while individual psychological factors have robust effects on the tax increase on Government Budget Increase. Policy evaluation factors have the strongest impacts on the tax increase by citizens. When Korea government tries to recover civil trust on welfare program performance, it will be successful in increasing the tax for welfare programs under stress.
