한국에서 복지와 세금 문제에 대한 사회적 합의는 존재하는가?

초록

본 연구의 목적은 한국에서 복지와 세금 문제에 대한 사회적 합의가 존재하는가에 대한 해답을 모색하는데 있다. 복지정책에 대한 합의와 안정적 운영을 위해서는 그 재원 마련과 관련한 세금 부담 문제를 함께 고려해야 한다. 또한 안정적으로 복지와 세금 정책을 입안하고 추진하기 위해서는 복지와 세금 문제에 대한 유권자들의 인식이 상충되지 않고 일치하는 모습을 보여야 한다. 본 연구의 결과, 한국의 유권자들은 복지와 세금 문제에 대하여 이중적이고 모순적인 태도를 보이고 있다는 점을 확인할 수 있었다. 이것은 한국에서 복지와 세금 문제에 대한 사회적 합의 수준이 높지 않다는 것을 의미한다. 그리고 향후 한국에서 복지와 세금 문제와 관련한 다양한 갈등이 전개될 가능성이 높다는 점도 시사한다. 뿐만 아니라 본 연구는 복지와 세금 문제에 대한 유권자의 인식에 이념성향(보수)이 중요한 영향을 미친다는 점을 확인할 수 있었다. 이것은 한국 사회에서 복지와 세금 문제에 대한 사회적 합의를 이루어내기 위해서는 보수 진영에 대한 고려가 필요하다는 점을 시사한다. 본 연구는 정치학 분야에서 복지와 세금 문제를 연계하여 경험적인 분석을 수행한 연구가 상대적으로 부족하다는 점에서 그 의미를 가질 수 있다. 본 연구의 결과는 향후 한국이 복지와 세금 문제와 관련하여 어떠한 고민이 필요한가에 대한 다양한 시사점을 제공할 수 있을 것으로 기대된다.

Abstract

The purpose of this study is to provide an empirical basis of social consensus on welfare and tax issues in Korea. For a country to agree on welfare policies, it is necessary to consider the tax burden associated with financing them. In other words, social consensus on welfare and tax issues can be easily reached when voters perceive consistently regarding welfare and tax issues like in favor of welfare expansion and in favor of higher tax rate. As a result of this study, it was confirmed that Korean voters were ambivalent and contradictory about welfare and tax issues. This means that the level of social consensus on welfare and tax issues is not high in Korea. Also, it means that various conflicts related to welfare and tax issues are likely to occur in the near future. In addition, this study confirmed that ideological orientation(conservative camp) had an important effect on voter’s perception of welfare and tax issues. This suggests that consideration is needed for the conservative camp to reach a social consensus on welfare and tax issues in Korean society. This study may be meaningful in that there is a relative lack of research in the field of political science that has performed empirical analysis by linking welfare and tax issues. In addition, the results of this study are expected to provide a variety of policy implications regarding welfare and tax issues in Korea.
