지방자치단체 재정사업 자율평가 결과 분석: 경상북도를 중심으로

초록

2014년 「지방재정법」 개정으로 지방자치단체에서 재정사업 자율평가를 실시할 법적 근거가 마련됨에 따라 경상북도는 2015년 행사성 사업에 대한 재정사업 자율평가를 실시하였다. 이에 따라 본 연구는 경상북도 재정사업의 성과관리 실태를 파악하기 위해 재정사업 자율평가 결과를 살펴보고, 평가결과에 영향을 미치는 요인들을 파악하였다. 분석결과를 요약하면 다음과 같다. 첫째, 목표치 설정(2-2), 모니터링(3-2), 사업평가(4-2), 환류(4-3)의 평가문항 점수가 다른 문항에 비해 낮은 것으로 나타났다. 둘째, 각 평가문항의 실질적 가중치를 추론한 결과 주로 성과 항목 내 평가문항(4-1, 4-2, 4-3), 모니터링(3-2) 및 목표치 설정(2-2) 문항의 실질적 가중치가 높은 것으로 나타났다. 셋째, 성과계획을 수립하지 않은 사업, 과거 실적을 제시하지 않은 사업, 모니터링･사업평가･환류를 실시하지 않은 사업이 상당수인 것으로 나타났다. 따라서 전반적으로 평가대상 사업에 대한 성과관리의 질이 낮다고 볼 수 있다. 넷째, 성과관리의 질 요인과 비평가요인들이 총점에 미치는 영향력을 종합적으로 살펴본 결과, 성과지표 설정, 사업평가, 환류 관련 요인들은 총점에 통계적으로 유의한 영향을 미치는 것으로 나타난 반면, 비평가요인은 총점에 통계적으로 유의한 영향을 미치지 않는 것으로 나타났다.

Abstract

As a legal basis for the Korean Program Assessment Rating Tool in the local government was in place in 2014, Gyeongsangbuk－do provincial government assessed event programs in 2015. This study examines the quality of performance management in those programs and investigates what factors influence the program assessment scores. It finds that the scores to questions about performance target, monitoring, program evaluation, and feedback were relatively low. And those questions were most crucial in determining the overall scores. It also finds that a considerable number of programs did not follow the requirements of the K－PART guideline (i.e., establishing the performance plan, setting ambitious performance target, monitoring, independent program evaluation, and feedback based on the program evaluation). Thus, the overall quality of performance management in those programs is considered low level. There were positive, statistically significant relationships between overall scores and programs of having multiple performance indicators, being evaluated externally, and conducting performance feedback. However, overall scores did not have statistically significant relationships with some control variables such as program size, program type, and the hierarchy of local government.
