영국 책임운영기관의 관리구조와 성과

이 논문은 우리나라 책임운영기관 제도의 원형이 된 영국 책임운영기관 제도의 관리구조와 그 성과를 평가하는데 있다. 경험적 분석결과 전반적으로 영국 책임운영기관 제도는 행정서비스의 효율성은 상당히 향상시킨 것으로 평가된다. 특히 경제성과 능률성의 향상이 두드러지는데, 책임운영기관의 고정자산과 수입에 있어서 지속적인 증가 추세를 나타났으며, 단위비용 면에서는 전반적으로 감소 효과를 거두었다. 비록 성과목표치 설정의 적절성에 관한 논란은 있지만, 핵심성과지표의 달성도가 전반적으로 높은 수준을 유지하고 있어 기관의 효과성의 측면에서도 긍정적으로 평가할 수 있다. 그리고 책임운영기관의 관리구조를 기능성격, 조직규모, 예산유형의 측면을 기준으로 기관유형간 성과분석 결과를 요약하면 다음과 같다. 첫째, 기능성격의 측면에서, 대민서비스기관이 고정자산, 운영비, 인력, 단위비용 면에서 다른 기관들에 비하여 상대적으로 효율적인 것으로 나타났다. 둘째, 조직규모의 측면에서, 초대규모조직의 성과가 상대적으로 낮았다. 중간규모의 기관이 핵심성과목표달성도가 가장 높게 나타나고, 조직의 규모가 커질수록 목표달성도가 낮게 나타났다. 셋째, 예산유형의 측면에서, 독립채산제유형의 성과는 정부예산의존형과 차별성을 가지지 못한 사실을 보았고, 오히려 일부정부지원형이 효과성, 그리고 완전정부지원형이 경제성 측면에서 상대적으로 우수한 성과를 보였다. 이러한 영국의 경험을 참고하여 우리나라 책임운영기관의 제도설계 및 확대적용에 있어 대민서비스기관, 중대규모, 일부정부예산지원의 성격을 갖는 기관을 우선적으로 고려할 수 있을 것이다. 그러나 영국 책임운영기관 기관수준의 서비스 효율성에 관한 긍정적인 평가와 더불어 이 제도에 따른 전 정부수준의 부작용도 지적되고 있다. 조직 분리에 따른 문제점과 기관수준의 성과목표체제가 공공기관 전체의 성과에 부정적인 외부효과를 초래한다는 점이다. Blair 정부의 새로운 정부개혁의 전략인 연계정부는 이러한 문제점에 대한 대응이다. 이러한 책임운영기관 관리구조의 문제점은 네트웍 거버넌스로의 보완적 진화를 요구하는 새로운 연구과제와 개혁과제를 요구하고 있다.
