책임운영기관의 조직･인사 자율성과 제도적 개선 방향

책임운영기관제도가 2000년에 우리나라에 도입된 지 11년이 지났다. 책임운영기관제도는 자율적 운영, 성과, 그리고 책임이라는 기치를 내걸고 정부조직에 대한 새로운 실험이었다. 실험의 결과는 긍정적인 측면과 부정적인 측면으로 엇갈린다. 자율적 운영과 성과평가 개념을 외형상으로나마 정부조직에 획기적으로 적용함으로써 전 부처에 전면적으로 도입된 직무성과계약서나 총액인건비제와 같은 자율과 책임에 기초한 조직운영원리의 토대를 미리 구축하고 확대해오고 있다는 점은 긍정적으로 평가된다. 한편 책임운영기관의 선정이나 범위 그리고 조직이나 인사부분에서의 자율성에 제한된 행사 등은 아직도 숙제로 남아 있다. 본 논문은 책임운영기관제도의 제도적 배경과 현황을 간단히 살펴본 뒤 책임운영기관제도의 핵심가치인 자율성을 조직적 측면 (기관장 임용, 책임운영기관 지정방식, 규모와 정원관리 등)과 인사적 측면 (직원임용권, 연구관과 지도관 전보권, 보수 및 성과급 지급 등)으로 나누어 쟁점사항을 진단하고 향후 개선방향을 제시하고자 한다.
Abstract
It has been 11 years since executive agency system was introduced to Korea in 2000. Promoting organizational autonomy, performance, and accountability, the executive agency system has been considered to be one of major innovative organizational experiments in the Korean government. The evaluation of the executive agency system is largely mixed. On the one hand, the system positively promoted values of organizational autonomy and accountability and paved ways for performance contract system and total wage system which were later introduced to all central agencies in 2006 and 2007, respectively. On the other hand, the executive agency system remains various limitations in the selection procedure of executive agencies and scope of organizational autonomy particularly in personnel and organization management. This study first reviews the background and current status of executive agency system. This study also surveys key autonomy issues in organizational and personnel management and then offers policy recommendations.
